The <br /> Westshire Village development, a retirement village, has 307 one,two and three bedroom <br /> condominiums. 307 times 3.5 trips/day equals 1,074 total ADT.47 approved multifamily units <br /> will be built in the near future in the zoned R4 parcel to the east bounded by Willow Road and <br /> CTH"M". 47 times 6 trips/day equals 282 total ADT.There was a 6 lot subdivision recently <br /> approved by the lake and some 30 existing single family dwellings which produce 367 trips per <br /> day that is 36 times 10.2 trips per day.The total number of trips generated is 1723 trips per day. <br /> Of these trips as few as 276 trips and as many as 345 trips will be directed to YAHARA <br /> CROSSING CENTRE and not reach CTH"M".Of course there are a number of seasonal <br /> business outfits such as the Mazanet and Skipper Bud's marinas which we did not take into <br /> account as contributing to traffic on CTH"M"but as is evident by the calculations YAIIARA <br /> CROSSING CENTRE although it generates 353 daily trips it could receive from the immediate <br /> area as many as 345 daily trips.Therefore YAHARA CROSSING CENTRE'S contribution to <br /> traffic is truly insignificant. <br /> The County's Highway department has recommended that YAHARA CROSSING <br /> CENTRE alone be responsible for improved intersections on CTH "M". It claims that the County <br /> had no input in the approval of Westshire Village and other recently approved developments in <br /> the adjacent area because these developments do not front"M". I am aware that they do front"M" <br /> and that at least Dane County RPC scrutinized and had input on these recent developments.In our <br /> case while we are not a contributing factor of traffic on CTH"M"we are asked to shoulder the <br /> entire cost of these improvements regardless of either recent or of future development in the <br /> adjacent area who have and will have a significant impact on traffic and may be able to contribute <br /> their fair share on this expense along with us so that the proposed expense is made equitable. <br /> So much is made for responsible kind of development now in Dane County.The efforts <br /> the County government is making toward planing the future through guiding development are <br /> enormous_ YAHARA CROSSING CENTRE is this kind of responsible development that <br /> deserves to be nurtured and encouraged instead of be punished for all that it does not do.If the <br /> County assigns such a great expense to us alone it will be so punishing that our project will simply <br /> not take place. <br /> DEFINITIONS <br /> Primary trips are trips made for the specific purpose of visiting the generator. <br /> Pass-by trips are trips made as intermediate stops on the way from an origin to a primary trip <br /> destination and are attracted from the traffic passing the site on an adjacent street that contains <br /> direct access to the generator. <br /> Diverted linked trips are trips attracted from the traffic volume on roadways within the vicinity of <br /> the generator but which require a diversion from that roadway to another roadway to gain access <br /> to the site. <br /> BIBLIOGRAPHY <br /> 1TE published data- 1991 TRIP GENERATION REPORT <br /> "VII.Quantifying Pass-By and Diverted Linked Trips"and"VIII.Multi-Use Developments/ <br /> Quantifying Capture Rates". <br />
