Gunderman, Director <br /> Dane County Land Regulations & Records <br /> Room 116 <br /> City-County Building <br /> Madison, WI 53709 <br /> RE: Application for a Conditional Use Permit <br /> Madison Metro Transit <br /> South Transfer Point <br /> (Badger Road and Park Street) <br /> Town of Madison <br /> Dane County <br /> Dear Mr. Gunderman: <br /> The purpose of this letter is to provide the information required for the filing of an application <br /> for a Conditional Use Permit. <br /> Madison Metro Transit Systems has been monitoring and evaluating its service routes and transit <br /> operations for approximately ten years, and has several proposals for improving the safety and <br /> efficiency of the transit system. This project is the culmination of the efforts. <br /> The proposed improvements to the transit system operation involves changing the system from <br /> a fixed route system to a timed transfer system. In a timed transfer system schedules and routes <br /> are developed together. A number of transfer points, some off-street and some on-street, are <br /> established and buses from different directions collect at these facilities and enable efficient <br /> interchange of customers. This service pattern enables the transit system to serve a more diverse <br /> pattern of origins and destinations than the radial networks. These systems have proven effective <br /> in many cities in the United States and Canada, especially in metropolitan areas which have <br /> development occurring on the edges of existing built-up areas. Much of the development is low <br /> density, single family residential growth, with employment and shopping locations dispersing <br /> from the old downtown areas. This is the current condition in the Madison metropolitan area, <br /> with the rapid developments on both the far east and west sides of the City. <br /> G:\METRO\SOUTH\CON DOSE <br />
