We are not opposed to mineral extraction at this site provided that the project is compatible with the public interest in Crystal Lake, Fish Lake, and the small kettle pond located at the southern edge of the existing mineral extraction operation. We noted that the planning division staff notes mention the possibility of reclaiming the existing non- conforming mineral extraction site before beginning the new excavation. We strongly support this approach and we recommend that the existing site be properly restored prior to granting the expansion of the operation. The non-conforming site if restored property would greatly enhance the wildlife values associated with the kettle pond. Permanent grass cover on stable slopes near the pond will provide habitat for upland nesting waterfowl and grassland birds and connect upland habitat with the existing habitat values in and around the kettle pond. We are concerned about the effects of the expansion on: -Wildlife habitat in and around the kettle pond. -Surface water quality in the kettle pond and Crystal Lake. -Groundwater recharge. The small kettle pond located at the southeast edge of the mineral extraction area provides excellent habitat for waterfowl during migration. In addition, upland nesting may occur in the open areas around ?l-the pond. v(/Ve recommend that a minimum 100 foot wide buffer be left undisturbed between the kettle tryi basin and the extraction area. Also, we recommend that all runoff from the extraction area be diverted away from the kettle pond. Surface runoff generated at the site could adversely affect Crystal and Fish Lakes and the kettle pond. However, the contour map of the extraction area shows a natural depression in the center which currently serves as the collection point for runoff in the proposed excavation area.
