If this is pursued, it is <br /> possible that left turns onto Raymond Road from the west may be prohibited. Second, <br /> the City of Madison's draft"High Point-Raymond Neighborhood Development Plan" <br /> proposes that the connection between Raymond Road and the"Five Points" area be <br /> eliminated altogether. Either plan would inhibit or prevent direct access to the property <br /> from the southwest. <br /> F. The subject property is within the project boundary of Dane County's Ice Age Trail <br /> Project Plan. That plan proposes the extension of the Ice Age Trail through lands <br /> directly east of the subject property. One objective of the plan is to "identify and <br /> preserve scenic vistas, woodlands, and steep slopes" near the trail route. To satisfy this <br /> objective, the plan recommends acquisition of a conservation/viewshed easement on the <br /> subject property(see Exhibit A). Staff do not believe that it would be appropriate to <br /> require the granting of such an easement in conjunction with approval of this CUP <br /> because no new development is proposed and the intensity of the use will not change <br /> significantly. Further, an existing deed restriction on the property already prevents land <br /> divisions. However, the applicant should be aware that some type of viewshed easement <br /> may be required in conjunction with any future proposal to develop the subject property <br /> more intensively, and County Board approval would be required to remove the deed <br /> restriction. <br /> G. The Town of Verona Land Use Plan shows the subject property within an agricultural <br /> preservation area. <br /> H. On April 4, 1997, the Verona Town Board recommended approval of this CUP request, <br /> suggesting no specific conditions. <br /> III. SUMMARY <br /> A. The main issues surrounding this proposed CUP relate to its potential traffic impacts and <br /> its relationship to park, open space, and trail planning in the area. The use will increase <br /> traffic on Raymond Road and access to the property may become more difficult if <br /> Raymond Road is reconfigured as preliminary plans suggest. The proposed uses will not <br /> have a significant impact on the integrity of the Ice Age Trail Resource Protection Area, <br /> as no new buildings are proposed on the 69 acre property. More intensive future <br /> development of the property could affect this area, however. <br /> B. The applicant has requested that the ZNR Committee approve this CUP request at the <br /> public hearing. If the Committee wishes to approve this request, it may wish to consider <br /> the following condition: <br /> 1. The capacity of the facility shall not exceed 50 children. <br />
