proposed High Point Road extension, improvement of County Trunk Highway M and PD and Mid-Town Road to A
four lanes, and the elimination of segments of Raymond Road, and
WHEREAS,the Committee concluded that the extension of High Point Road from Mid-Town Road south to County
Trunk Highway PD is necessary in order to reduce projected increases in traffic within neighborhoods to the east
specifically on Muir Field Road,Carnwood Road and McKenna Boulevard and to provide an alternative north/south
access route for existing and planned development within the City of Madison both north and south of County Trunk
Highway PD, and to allow for closing of Raymond Road where it crosses the Ice Age Trail Corridor, and
WHEREAS, the Committee reviewed several alternative road alignments for High Point Road and several
alternative, adjacent land use proposals, and
WHEREAS,the Committee reviewed and considered the visual impacts from the proposed Ice Age Trail open space
of alternative High Point Road alignments and concluded that High Point Road would have limited visual impact
on the Ice Age pedestrian and bicycle trails given the presence of existing tree lines and the opportunity to provide
additional screening and buffering adjacent to the roadway, and
WHEREAS,the Committee concluded that High Point Road could be constructed as a parkway to reduce the impact
on the Ice Age Trail.
NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby accepts the above report of the High
Point/Raymond Neighborhood and Ice Age Trail Advisory Committee, agrees with the recommendation that the
extension of High Point Road from Mid-Town Road south to County Trunk Highway PD be constructed and adopts
the recommendations of the Committee concerning the road location, the proposed public road access points to the
proposed extension, and the proposed closures and realignments of Raymond Road where it crosses the Ice Age
Trail, all as shown in Exhibit A.
BE IT FURTHER RESOLVED, that the geometrics of the proposed parkway should generally follow the cross
section attached in Exhibit B.
BE IT FURTHER RESOLVED, that the City of Madison supports the proposed permanent open space designations
shown on attached Exhibit A and will work to acquire the open spaces located east of proposed High Point Road
as well as the neighborhood parks and drainage ways associated with the development of City of Madison
Neighborhoods recommended within the High Point/Raymond Neighborhood Development Plan.
BE IT FURTHER RESOLVED, that the City Engineering Division is directed to prepare and ordinance amending
the City's official map to officially map the High Point Road extension as included on Exhibit A.
VI 7/97-jee•F:IPLROOTWORDPWL\MURPNW IISCWPRES0.2Z ♦s
