COMPOSITE REPORT-Page 3 Application Rezoning 6903 <br /> B. The central portion of this site contains the Tributary to Six Mile Creek. Except for the far <br /> south easterly corner of the site , there is no flood plain or wetland. Areas within 300 feet of the <br /> creek are covered by the Shoreland Wetland Ordinance. The preliminary plat shows the creek <br /> area as part of a large Outlot area which would be owned by the Homeowners Association. <br /> Perhaps 60% of the area has been cropped in the past. <br /> C. One of the issues stated by the RPC staff in their comments to the Town was the lack of <br /> additional access to the project. Currently the site can only be accessed by Cobblestone Lane <br /> coming out of Carriage Ridge. Therefore, the site is proposed as a functional extension of an <br /> already long dead end street system. This situation will remain until development takes place on <br /> the adjoining property or some other access is made to the project. The preliminary plat does <br /> contemplate connections to the west and north eventually but not to the south. <br /> The lots are generally in the mid - 30,000 sq ft size which is similar to the Carriage Ridge plat <br /> adjacent to the property. The substantial outlots which include the drainage areas will be owned <br /> by the homeowners association as are the easements which largely run along the back of the lots <br /> and function as a bridal path as was also the case in the first addition. <br /> D. The Westport Planning Commission has met and approved the rezoning subject to several <br /> proposals. The Town Board is scheduled to meet on this matter on May 5th. <br /> E. See the copy of the preliminary plat and revised map of the area with USA current boundaries, <br /> Village boundaries, and boundary agreement location. <br /> III Conclusions <br /> Since an amendment to the Town/County plan will require a 60 day review prior to a public <br /> hearing, there appears to be little reason to rush action on the proposed project. Presumably, the <br /> RPC can take up these items while the 60 day review period is proceeding. Upon completion of <br /> these reviews, any additional issues relative to the project should have become evident. Applicants <br /> appear aware of these process matters. <br /> REGIONAL PLANNING <br /> Petition 6903. This proposed residential rezoning for a 40-lot plat appears premature.This site is not in the urban <br /> service area and not designated for development on the adopted town/county plan in the Town of Westport. <br /> There have been preliminary staff discussions with Westport staff about a plan amendment and request for adding <br /> this area to the central urban service area.However,to date there has been no official request from the Town of <br /> Westport for the Regional Planning Commission to schedule a public hearing and consider the requests. <br /> The plan amendment would also need to go through a 60-day review period,recommendation by the ZNR <br /> Committee and approval of the County Board before it would become part of the county plan. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> OTHER <br />
