It addresses CPU#1428 for William Adkins,Jr. of <br /> 3847 West Jargo Road in Cottage Grove Township. <br /> We were unaware that there were riding lessons being conducted at this site. We were also <br /> unaware that this issue had come before the Township Planning Committee meeting or the Town of <br /> Cottage Grove Board meeting until after both of these meetings. We have since obtained copies of <br /> the minutes for both meetings. One of us also discussed the pros and cons of this issue with <br /> Loraine Adkins who also expressed her concerns,her view of the Planning Committee's concerns, <br /> and how they(the Adkins)were in the process of addressing the Committee's concerns. <br /> Our main concern is that we strongly feel this property should not be rezoned to commercial use to <br /> avoid setting a precedence for future requests. We feel the Conditional Use Permit is the <br /> appropriate designation though we would like to see a limitation added to the permit. The Adkins <br /> state they currently expect 15 to 20 lessons per week at the site. We are concerned that upon <br /> Loraine's retirement,there is the potential to increase the number of lessons per week. We would <br /> like to see a cap on the number of lessons per week to address any future concerns of traffic. We <br /> have not noticed an increase in traffic since the riding lessons began but then our house is set back <br /> from the road. <br /> Another concern would be an increase in horse/rider traffic along the roads as this appears to be <br /> more of a hazard than an increase in traffic. We would hope lessons would be kept on-site. <br /> An increase in the number of horses on the site may need to be addressed but,to date,we see a <br /> neat and well-kept site as we drive by. <br />
