COMPOSITE REPORT - Petition No. 6916 <br /> ZNR Work Meeting 8/11/98 Town of Deerfield <br /> •6/16/97 :Letter from Dane County Zoning staff informing the applicant of why the decision was held <br /> at the ZNR committee meeting: "your requested rezone application will not be acted upon until such <br /> time that said transfer has taken place". <br /> • Winter 97-98: The applicant obtains a conservation plan from the Land Conservation Department <br /> arranging a multi-year crop share lease with a local farmer to provide the necessary income to be able <br /> to build without a rezone <br /> • Spring 98: The Deerfield Town Planning Commission denied approval of the conservation plan citing <br /> the density issues. <br /> •3/10/98: Signed TDR agreement between the sending(Badger Farms,46 acres in Deerfield,35 acres <br /> in the agreement)and receiving(Noll)properties. Request by the applicant to be put on the agenda <br /> for the 3/19/98 ZNR work meeting. <br /> II. ANALYSIS <br /> A. Proposed Rezone <br /> The rezone area consists of highly erodable soils (type III). 90% are currently in <br /> pasture and 10% in woodland. Several residences are in the vicinity. <br /> All the "splits" have been used and the rezoning would be inconsistent with the <br /> town/county 35 acre density policy for this area unless no rezone was required <br /> (compliance with the farm income requirement).
