• <br /> I'rimrCo I'Cl iIII Coin mum(anon,.I_.I'. <br /> Suite IIJI) <br /> November 5, 1996 <br /> Ott;„ IcL fir,h 244 ,4(, <br /> ax: <br /> Dane County Land Regulation& Records <br /> Room 116, City-County Building <br /> Madison, WI 53709 <br /> / <br /> PRIMECG" <br /> PERSONAL COMMUNICATIONS <br /> Re: Proposal for wireless telecommunications facility in the Town of Dunn, requested by <br /> PrimeCo Personal Communications, L.P. <br /> Dear Dane County Planning and Zoning Staff: <br /> PrimeCo Personal Communications respectfully requests your review of the following <br /> information for Conditional Use Permit for a new wireless telecommunications facility in <br /> the Town of Dunn, to be located on an existing communications tower. <br /> Background Information <br /> In response to incredible consumer demand for wireless telecommunication services-- 45% <br /> annual increase in the number of people who use wireless services, the FCC recently <br /> allocated a relatively unused portion of the radiofrequency spectrum for the development <br /> of new telecommunications technology. The FCC auctioned this portion of the spectrum <br /> to providers of Personal Communication Services (PCS). PCS represents a new, digital <br /> two-way communications technology that combines voice service, faxing, messaging, <br /> paging, and data transfer. The digital technology provides several distinct improvements <br /> over current cellular systems, namely enhanced voice quality, more consistent <br /> transmission, longer battery life, and privacy. Also, PCS systems will be able to <br /> accommodate 10 times the users that current cellular systems handle. <br /> PrimeCo Personal Communications is a partnership formed by four major <br /> telecommunications companies; AirTouch, Bell Atlantic, NYNEX, and US West. In the <br /> FCC auction, PrimeCo won licenses to build PCS networks in 11 metropolitan areas. <br /> Milwaukee, Madison, and the surrounding area represents one of the 11 licenses. Two <br /> other companies won licenses in this same area. Eventually, PrimeCo intends to create a <br /> nationwide wireless network by combining the existing cellular services of its partners and <br /> its new PCS license areas. This network will serve a customer base of over 170 million <br /> people in 39 of the nation's top 50 metropolitan areas. <br />
