COMPOSITE REPORT- Page 6 Application No. CUP 1436 <br /> • That adequate utilities, access roads, drainage, and other necessary site <br /> improvements will be made. The applicant will provide for emergency access from <br /> the Airport terminal via an internal road network through the CUP area. Drainage <br /> from the property is being addressed through implementation of an erosion control <br /> plan during construction and an on-going stormwater management plan. <br /> H. The Town of Burke was scheduled to review the CUP request at its June 18, 1997 <br /> meeting. No record of town action was available at the time of writing. <br /> III. SUMMARY <br /> A. The proposed airport expansion is being proposed to reduce noise impacts and improve <br /> airport safety consistent with the County Board adopted Airport Master Plan. The main <br /> issue surrounding this proposed CUP relates to its impact on environmental resources, <br /> and the number of state, federal, regional, and county permits which are required given <br /> that impact. The applicant, working with state and federal agencies, has conducted a <br /> detailed Environmental Impact Statement and will implement mandated mitigation <br /> measures. Additional local permits and approvals are still required. <br /> B. If the Committee wishes to approve this request, it may wish to consider the following <br /> conditions of approval: <br /> 1. The applicant must receive County approval to rezone out of the wetland overlay <br /> district all wetlands filled as part of this project. This condition shall not be <br /> interpreted to imply that any of the relevant decision making authorities waives their <br /> discretion to approve or deny the rezoning request. <br /> 2. The applicant must receive County approval of a special exception permit for filling <br /> and grading within 300 feet of Starkweather Creek, or County approval and State <br /> DNR concurrence on an amendment to Chapter 11 of the Dane County Code of <br /> Ordinances which would obviate the need for such approval. This condition shall <br /> not be interpreted to imply that any of the relevant decision making authorities <br /> waives their discretion to approve or deny the special exception permit or ordinance <br /> amendment. <br /> 3. The applicant must receive County approval of an erosion control permit. This <br /> condition shall not be interpreted to imply that any of the relevant decision making <br /> authorities waives their discretion to approve or deny the erosion control permit. <br /> 4. The applicant shall initiate action with the Dane County Regional Planning <br /> Commission to amend Environmental Corridor delineations on the airport property. <br /> 5. The applicant shall complete all wetland/floodplain mitigation measures as proposed, <br /> and submit appropriate state and/or federal approvals documenting acceptable <br /> completion to the Zoning Administrator. <br /> 6. The applicant shall apply for a new CUP or amendment to this CUP for any future <br /> airport development within the Town of Burke not included as part of the current <br /> proposal. <br />
