COMPOSITE REPORT-Page 2 Application No. CUP 1436 <br /> DANE COUNTY PLANNING DIVISION STAFF COMMENTS <br /> I. BACKGROUND <br /> A. The applicant is requesting a conditional use permit to achieve zoning compliance for <br /> existing airport properties(750 acres) and to allow runway relocation and expansion. <br /> The applicant plans to extend a new runway into a portion of the CUP area. The vast <br /> majority of the CUP area will be maintained or converted open space for runway <br /> approaches and buffers. <br /> B. The subject property is in the Town of Burke, immediately north of the City of Madison. <br /> Most of the property is outside the Central Urban Service Area, but facilities requiring <br /> sewer and water services are not proposed. Most of the airport property, including the <br /> terminal area, is within the City of Madison. <br /> C. In 1987, the County granted a CUP for an airport surveillance radar site(0.5 acre)within <br /> the proposed CUP area.. Over the years, the County has granted three other CUPs <br /> which also fall within the proposed CUP. The uses for which these CUPs were granted <br /> have not existed for some time, so they should be removed from County zoning maps. <br /> D. Planning for this airport runway project has been underway for a number of years. The <br /> Dane County Regional Airport Master Plan and Noise Compatibility Study, adopted by <br /> the County Board in June 1991, recommended construction of a new runway to reduce <br /> airport noise impacts and improve safety. The federal government approved the <br /> Environmental Impact Statement for the project in June 1996. (RPC commented on that <br /> EIS in 1995.) Since that time, the applicant has been working on securing state and <br /> federal permits to allow construction. <br /> E. In May 1997, the City of Madison granted approval for an alteration to a conditional use <br /> permit for that portion of the project within the City limits. The applicant has applied for <br /> all required County permits for lands lying within the Town of Burke, but has not yet <br /> received all of them. Preliminary grading work for project development began in May. <br /> The applicant anticipates final completion of the project in Fall 1998. <br /> II. ANALYSIS <br /> A. The subject property is divided into three distinct parcels(see Exhibit A). Parcel A(395 <br /> acres)is bisected by USH 51. Lands within Parcel A are primarily undeveloped, with the <br /> exception of an existing warehouse which the applicant intends to acquire and demolish. <br /> The Town of Burke has vacated the portion of Messerschmidt Road which crosses <br /> Parcel A. Starkweather Creek runs generally east-west across the southern edge of <br /> Parcel A, bounded by floodplain and wetland areas. Parcel B (297 acres) is bisected by <br /> CTH CV and a north-south rail line. It is undeveloped and contains mapped wetlands <br /> and floodplain west of the rail line (part of the Cherokee Marsh complex). There is also <br /> an archeological site in the northwest corner. Parcel C (58 acres) is undeveloped and <br /> predominantly wetland and floodplain. Lands surrounding these three parcels are <br /> primarily undeveloped, cropland, and environmental corridor. There are extensive <br /> wetland areas both to the west(Cherokee Marsh) and east (across USH 51). <br /> B. The Airport proposes new development within Parcel A only. Parcels B and C provide <br /> runway approach and airport buffer areas--no development is proposed in these areas <br />
