COMPOSITE REPORT-Page 3 Application No. CUP 1436 <br /> aside from removal of some fill in upland areas. A new southwest to northeast runway, <br /> totaling roughly 7,000 ft in length, is proposed for extension into Parcel A. That runway <br /> will allow the elimination of an existing runway(see Exhibit A). The new runway is <br /> proposed to allow the redirection of air traffic away from populated areas, thereby <br /> diminishing noise impacts. The runway would also eliminate the need for"head-to- <br /> head" take-offs and landings on the existing north-south runway, thereby improving <br /> safety and increasing capacity somewhat. The selected runway alternative was chosen <br /> after consideration of other alternatives in the master planning and environmental impact <br /> statement processes. Also proposed for Parcel A is construction of a loop road around <br /> the runway for emergency access only(see Exhibit B). There would be no public street <br /> access to any point within the CUP area. <br /> C. The development of Parcel A will directly impact sensitive environmental resources. <br /> These resources are included within RPC-mapped environmental corridors and <br /> described as follows: <br /> • Wetlands: Working with DNR staff, the applicant's consultant Mead and Hunt <br /> conducted a field survey as part of the environmental impact statement process to <br /> determine actual wetland boundaries within Parcel A. That investigation revealed <br /> wetlands between Starkweather Creek and the vacated Messerschmidt Road, which <br /> is within the County's jurisdiction(see Exhibit B). The proposed runway would <br /> eliminate approximately 18 acres of that wetland. On June 4, 1997, the Army Corps <br /> of Engineers granted the applicant the applicable permit to fill that wetland subject <br /> to mitigation measures. These measures included (a) enhancement of a 12 acre <br /> degraded wetland immediately to the west, (b) creation of a 5 acre wetland further <br /> west from that area, and (c) creation of a 19 acre wetland in northern Dane County <br /> which will be deeded to DNR upon completion. These mitigation efforts are <br /> scheduled for completion by the end of 1997. <br /> • Floodplain: The FEMA floodplain boundary roughly parallels the field surveyed <br /> wetland boundaries (see Exhibit B). Therefore, the proposed runway will also affect <br /> the floodplain. Mead and Hunt completed a stormwater study which provided for <br /> creation of detention basins south of the CUP area so that off-site stormwater <br /> impacts would not increase as a result of this project. The floodplain area <br /> immediately west of the runway is also being improved. <br /> Stkvoff.ArHv'2 <br /> • Surface Water: The applicant proposes to relocate the channel of earth <br /> Creek to the north of its existing alignment in order to provide a crossing <br /> perpendicular to the proposed runway(see Exhibit B). On February 6, 1997,DNR <br /> granted the applicant a permit to fill Starkweather Creek in its existing alignment, <br /> rechannel a new alignment, and provide a culvert under the proposed runway. The <br /> applicant indicates that during and after construction, the relocated channel will be <br /> protected from erosion through riprap, erosion mat, special seed mixes, and other <br /> erosion control devices. DNR approved the recommendations of the stormwater <br /> plan and other erosion control measures within an erosion control plan. <br /> D. The approved Environmental Impact Statement also considered the indirect <br /> environmental impacts of the project on surrounding wetlands, surface waters, <br /> groundwater supply, habitat, and archaeological and historic sites.
