The applicant has indicated that all applicable state and federal permits for impacts on <br /> environmental areas have been granted. The applicant has also applied for but not in all <br /> cases received necessary County permits and approvals for such impacts. Aside from <br /> this CUP request, a listing of required County/RPC permits and approvals and their <br /> status follows: <br /> • Rezone from Wetlands: The County would have to approve the rezoning out of the <br /> wetland overlay district all wetlands proposed for filling, subject to DNR <br /> concurrence. This action is required because airport runways are not a permitted <br /> use within the wetland overlay zone. The applicant has filed a petition for such <br /> rezoning, and it has been scheduled for ZNR public hearing on July 22. <br /> • Special Exception Permit: The County Board of Adjustment would have to grant a <br /> special exception permit to allow filling and grading within 300 feet of Starkweather <br /> Creek. The BOA held a public hearing on this request in March, but held the matter <br /> in abeyance. A primary concern of BOA members was that the runway was <br /> proposed to extend through County-mapped wetlands. It is expected that the case <br /> will be brought back before the BOA at its July or August meeting. The ZNR <br /> Committee has postponed Ordinance Amendment 60, which would have exempted <br /> the applicant from receiving this approval. <br /> • Flood Zone Permit: The Zoning Division must grant flood zone permits to allow <br /> filling and grading within mapped floodplains. The basis for such approval is <br /> certification by a registered engineer that the project will not increase flood <br /> elevations. The applicant applied for and received a flood zone permit on April 17, <br /> 1997. <br /> • Erosion Control Permit: The applicant applied to the Zoning Division and Land <br /> Conservation Committee staff for approval of its erosion control plan. Land <br /> Conservation staff are in the process of reviewing this plan. <br /> • Environmental Corridor Re-delineation: Acting under its water quality planning <br /> authority, the RPC maps environmental corridors to protect key natural features <br /> such as wetlands and stream corridors. The applicant should initiate a process with <br /> the RPC to redelineate the environmental corridor on the airport property, in both <br /> the Town of Burke and City of Madison. The created wetland in northern Dane <br /> County should also be considered for inclusion in a corridor if it meets RPC's <br /> criteria. <br /> F. There are several locally adopted plans which pertain to this area. These plans and their <br /> recommendations are as follows: <br /> • Dane County Regional Airport Master Plan: The master plan included plans for <br /> airport development, noise abatement, and adjacent land use compatibility. It <br /> recommended construction of a new southwest to northeast, 6,500 foot runway. <br /> The plan recognized that such a runway would reduce noise impacts, increase safety <br /> during landing and takeoffs, and increase capacity.
