COMPOSITE REPORT-Page 5 Application No. CUP 1436 <br /> the County follow through on proposed land acquisition activities to the north a s <br /> part of the Cherokee Marsh Long Range Open Space Plan (see below), which <br /> would help to achieve land use compatibility objectives. <br /> • Town of Burke Land Use Plan: The current town and county adopted plan <br /> identifies portions of the CUP area as appropriate for agricultural preservation, <br /> mineral extraction(north of vacated Messerschmidt Road), and commercial use <br /> (intersection of vacated Messerschmidt and USH 51). The pending update to the <br /> town's land use plan recognizes the airport expansion. <br /> • Regional Development Guide: The Guide advises the County to "continue airport <br /> improvements consistent with the Airport Master Plan." The Guide also <br /> recommends the protection of shoreland, floodplain, and wetland areas throughout <br /> the county, in part through the promotion of a county-wide system of open space <br /> corridors. <br /> • Regional Transportation Plan: This plan recognizes the need to improve airport <br /> facilities to provide sufficient capacity, increase safety, and reduce noise impacts. <br /> • Parks and Open Space Plan: This plan shows the large area west and northwest of <br /> the airport as part of the Cherokee Marsh Resource Area. Much of Parcel B is <br /> within this Resource Area. Based on a preliminary review, County Parks staff have <br /> not identified any concerns with the compatibility of this proposal with the Resource <br /> Area. They will communicate any concerns to the ZNR Committee by Tuesday's <br /> public hearing. <br /> G. Staff have reviewed the proposed project against the six conditions for granting a CUP <br /> in S. 10.255(2)(h) of the zoning ordinance. The most relevant conditions, accompanied <br /> by staff comments, are summarized as follows: <br /> • That the conditional use will not endanger the public health, safety, and welfare. <br /> The project is intended to improve passenger safety and reduce noise impacts on <br /> surrounding populated areas. The property will impact environmental resources. <br /> Still, the applicant will implement mitigation measures to minimize and localize that <br /> impact to the airport property itself. The project was required to go through an <br /> intensive environmental impact statement process, which involved significant public <br /> involvement, and receive state, federal, and county environmental permits. <br /> • That uses, values, and enjoyment of other properties in the neighborhood will not <br /> be impaired by the conditional use. That the conditional use will not impede <br /> orderly development of surrounding property. The project will divert noise impacts <br /> from populated areas primarily within the City of Madison. The project will <br /> increase noise over portions over much less populated areas within the Town of <br /> Burke, which could have a negative impact on values in these areas. A healthy <br /> airport benefits commercial and industrial property values in the immediate area, and <br /> can spur additional, airport-compatible development. The airport has been <br /> aggressive in purchasing surrounding lands which it feels must be kept in open space <br /> to satisfy land use (and height) compatibility objectives. <br />
