%'" FERRY <br /> BLUFF <br /> EAGLE <br /> COUNCIL <br /> July 22, 1997 <br /> James Van Deurzen <br /> Supervisor and Chair, <br /> Dane County Zoning and Natural Resources Committee <br /> Madison, Wisconsin <br /> Dear Supervisor Van Deurzen and members of the Zoning and Natural Resources Committee: <br /> The Ferry Bluff Eagle Council, Inc. (the Council) is a nonprofit [501c)3] conservation <br /> organization committed to the preservation and sound stewardship of unique eagle habitat in and <br /> near the Wisconsin River Valley in Dane, Sauk, and Columbia Counties. Since 1988, the Council <br /> has been involved in research, management, and education efforts that focus upon eagles who <br /> winter in southern Wisconsin. As most winter areas occur on private land, our activities have <br /> focused heavily upon land-use issues. In 1994, we created a land-use plan that Roxbury <br /> Township (Dane County) and West Point Township (Columbia County) incorporated into their <br /> own land-use plans. The map and accompanying report are included as attachment "a". <br /> Consistent with this eagle management plan, the Council has recently been involved in the <br /> development of a multi-faceted conservation project to protect a significant area known as <br /> "Round Top Bluff", the adjoining river bottom, and the lands in between these two important <br /> eagle habitats. All three regions are located on the property proposed to be rezoned by petition <br /> #6960 and are shown on the map included in attachment "a". <br /> The Council has worked closely with La Verne and Bonnie Reible (who are the contract <br /> purchaser and proposed developer of adjacent lands located in both Dane and Columbia counties), <br /> the Wisconsin Department of Natural Resources (WDNR), officials of the Roxbury Town Board, <br /> officials of West Point Town Board, and neighbors that adjoin this property. These efforts have <br /> resulted in an agreement in principle for the limited development of the subject property in a <br /> manner that we believe will protect critical eagle habitat as well as meet the needs of neighbors <br /> and town boards alike. <br /> The proposed conservation plan involves the re-zoning and division of the property by a Certified <br /> Survey Map(s) or plat to create no more that ten residential lots and two or more unbuildable <br /> outlots (attachment "b"). Of the ten lots, seven are within Dane County and three are in Columbia <br /> County. The attached map shows the two outlots (river bottom outlot outlined in orange on the <br /> left and Rount Top Bluff outlot outined in orange on the right) and the current parcels of land <br /> affected by this re-zoning. If the zoning request is approved, the parcels would be consolidated <br /> and subdivided to no more than the ten lots, as described above, subject to any applicable zoning <br /> requirements. <br /> Box 532, Sauk City, WI 53583 <br /> 1(X)%recycled paper <br />
