PLANNING & DEVELOPMENT I
SUBJECT: Halvorson Zoning Petition #6974 and Certified S_ rvey ZONING DIVISION
COMMENTS:
In July of 1997, the subject zoning petition came before your committee and the County
Board. My comments to the Petition were as follows:
Petition 6974. CTH "KP" is a non controlled access highway. A six lot division
would require an improved intersection, approved by this department, as the
access for all lots.
On June 4, 1998 the following were my comments to the certified survey map:
"CTH "KP" is not a controlled access highways. No access along frontage is
correct. Access permit will be required for new town road. A type C intersection
will be required. The shown location for the intersection does not provide
adequate stopping sight distance. The location of the entrance should be
relocated approximately 150 feet east of the location as shown. This will provide
for adequate sight vision and square the intersection with CTH "KP". An
approved plan will be required prior to issuing the permit "
Since then we learned that a condition was placed on the zoning petition that the access for
this plat was to be placed across from the existing Ripp farm access. This location was not
recommended by the highway department . The action has placed the access in a less than
desirable location. Access locations are determined by the staff of the Highway Department.
We have revised our comments to the Certified Survey Map to accommodate the actions by
the Dane County Board and Zoning and Natural Resources Committee to create the safest
possible access at this location. However, this should not have been necessary. Approval of
accesses are a responsibility of this department in consultation with Norb Scribner. This
assures us of having access points that are both desirable and safe.
If you have any questions, please feel free to contact me at 266-4036 or John Norwell at 266-
4039.
cc: Kathleen Falk
Jeanie Sieling
Jim Gregorious
Vern Wendt
Norb Scribner
06/30/98 ) nar\word zeviewJialvor.a«
