Dunphy, P.E., Assistant Commissioner <br /> DATE: June 30, 1998 <br /> SUBJECT: Halvorson Zoning Petition #6974 and Certified Survey <br /> COMMENTS: <br /> In July of 1997, the subject zoning petition came before your committee and the County <br /> Board. My comments to the Petition were as follows: <br /> Petition 6974. CTH "KP" is a non controlled access highway. A six lot division <br /> would require an improved intersection, approved by this department, as the <br /> access for all lots. <br /> On June 4, 1998 the following were my comments to the certified survey map: <br /> "CTH "KP" is not a controlled access highways. No access along frontage is <br /> correct. Access permit will be required for new town road. A type C intersection <br /> will be required. The shown location for the intersection does not provide <br /> adequate stopping sight distance. The location of the entrance should be <br /> relocated approximately 150 feet east of the location as shown. This will provide <br /> for adequate sight vision and square the intersection with CTH "KP". An <br /> approved plan will be required prior to issuing the permit " <br /> Since then we learned that a condition was placed on the zoning petition that the access for <br /> this plat was to be placed across from the existing Ripp farm access. This location was not <br /> recommended by the highway department . The action has placed the access in a less than <br /> desirable location. Access locations are determined by the staff of the Highway Department. <br /> We have revised our comments to the Certified Survey Map to accommodate the actions by <br /> the Dane County Board and Zoning and Natural Resources Committee to create the safest <br /> possible access at this location. However, this should not have been necessary. Approval of <br /> accesses are a responsibility of this department in consultation with Norb Scribner.
