COMPOSITE REPORT-Page 3 Application No. CUP 1452 <br /> during warm weather months. The existing four access points are sufficient in <br /> number to serve the property. However, the existing access point near the <br /> intersection of East Badger Road and Nob Hill Road is closer to that intersection <br /> (about 30 feet away)than standards would advise. This may result in potentially <br /> unsafe turning movements. County property records suggest that the northern half <br /> of Badger Road in this area is in the Town, with the southern half in the City. Staff <br /> was unable to speak with the Town Engineer about this access point by the time this <br /> report was written, but will attempt again to contact him before the public hearing. <br /> 6. That the conditional use shall conform to all applicable regulations. The <br /> applicants have requested another variance to the zoning ordinance parking <br /> standards given the additional outdoor activity use, and the fact that this use covered <br /> 32 existing parking spaces. The Board of Adjustment is scheduled to review that <br /> variance request on August 28. Preliminary staff calculations suggest that the entire <br /> facility would require a variance allowing 210 to 260 fewer spaces than standards <br /> would suggest. However, the submitted site plan does not provide sufficient detail <br /> to determine the exact amount. Zoning staff have requested a more detailed site <br /> plan with dimensions of parking areas and building floor plans. <br /> E. The Town of Madison Board recommended approval of the CUP request at its August <br /> 11 meeting with no conditions. <br /> III. SUMMARY <br /> A. The outdoor activity area for which this CUP is requested would allow primarily evening <br /> recreational activities immediately north of the existing Badger Bcwl building. The <br /> direct land use impact of the use on the neighborhood is probably minimal, provided that <br /> hours of operation are limited. However, outstanding issues remain regarding the <br /> adequacy of the number of parking stalls available and the safety of an existing road <br /> access near the Badger Road and Nob Hill Road intersection. <br /> B. Staff suggests that the Committee postpone action on this request until the following <br /> issues are resolved: <br /> 1. The applicant submits a more detailed site plan, including dimensions of all parking <br /> stalls, drive aisles, and external and internal areas of buildings. All areas accessible <br /> to patrons should also be identified. <br /> 2. The Board of Adjustment acts on the parking variance request. <br /> 3. Staff has the opportunity to discuss the parking lot access point near the <br /> Badger/Nob Hill Road intersection with the Town Engineer. <br /> C. Once the above issues are resolved, the Committee may wish to consider conditions <br /> which would require operation of the outdoor activity area to end at perhaps 10 p.m., <br /> and limit development to that specifically shown on the submitted site plan. <br />
