We strongly support the right of the Loper <br /> family to receive a zoning change to accommodate a residence for a family member. <br /> We are concerned about the proposed site of this residential rezoning. <br /> • The site is currently productive agricultural land and has been consistently during the 8 years we <br /> have observed it. We are not qualified to judge its productivity relative to other land in the area. <br /> • Black Hill Road is a one mile town road connecting CH V to Lodi-Springfield Road. There are <br /> six residences, all on the north side of the road. With the exception of one residence which is <br /> 0.5 miles off the road and is completely hidden by the topography of Black Hill, all the other <br /> residences are built in woods and are essentially hidden by or well set back into trees. The <br /> residences of Black Hill Road are very unobtrusive with respect to preserving one of the <br /> famous "rural views"of Dane County. A residence on Black Hill Road at this location,set with <br /> a wide frontage in an open field,will be out of character with the other residences on Black Hill <br /> Road,all of which are on narrower,deeper lots (again with the one above exception). <br /> It appears that within this land parcel owned by the Loper family there are other potential house sites, <br /> which would still be on Black Hill Road,but be less obtrusive and not utilize productive farm land.
