Noise factor is a major consideration as Reeve Road runs <br /> between 2 parallel hill ridges which amplify sound in the area in an <br /> incredible way. Normal speaking can be heard by all residents in this <br /> group of homes as clearly as if you were standing next to them. Dog <br /> kennel noise and traffic would seriously affect the quality of life and <br /> decrease property values as another adverse result. <br /> 6. In this case residences were here first, annexations have <br /> already occurred, development is happening as we speak: to <br /> approve an agricultural use in the midst of this rapidly urbanizing <br /> environment, ....development that Dane County itself has <br /> encouraged and approved, would seem to be at odds with careful <br /> planning for appropriate uses of land in Dane County. <br /> In summary, I have no problem with an "in-home" business as <br /> strictly specified under 10.01 (25), but I object to having it placed <br /> within the A2(1) zoning which is the first preemptive step <br /> towards gaining a future use for a Conditional Use kennel <br /> operation. <br /> R1 with an in-home business use would more appropriately serve the <br /> area as it exists and within the residential growth direction and <br /> planning that surrounding municipalities, including the Town of Black <br /> Earth, the Village of Mazomanie and Dane County, have approved. <br />
