Background Information <br /> For several months, I have been working on a plan to develop a <br /> unique and academically challenging preschool/kindergarten learning and <br /> nature center in and around a building located on my property. Previously, <br /> this building was occupied by Highland School, which was then owned and <br /> operated by Karen and David Yankovich (now Karen McKean). <br /> In 1983, Karen and David Yankovich applied for and received B-1 <br /> zoning for a portion of their land in order to open and operate Highland <br /> School, a private preschool/kindergarten facility. When the property was <br /> sold to my husband, Will, and me in 1986, we were under the impression that <br /> the B-1 zoning was still in effect. In fact, on March 23, 1995, I had a <br /> conversation with Dave Lorenz at the Dane County Zoning Office to double <br /> check the exact amount of land designated as B-1 and he told me that the area <br /> zoned B-1, was 125' x 175'. On September 28, 1995 I went into the Dane <br /> County Zoning Office to get an exact description of that lot so that our <br /> surveyor could accurately place stakes and mark this area for me prior to <br /> installation of the playground fencing and the solariums we will use for our <br /> science study. That day, Kristine Schutte, in the Zoning Office, supplied us <br /> with the description of our B-1 property but later that afternoon found that in <br /> 1985, the zoning had for some reason been reverted back to A-1 by Karen <br /> McKean. <br /> II. My Request <br /> In order to operate my school, the Kids Express Learning Center, per the <br /> recommendation of Steve Reynolds, I am asking the Dane County Zoning <br /> and Natural Resources Committee to grant me an A-1, Conditional Use <br /> Permit.
