room/entry foyer at the building's north end (25' x 30') during Phase I, <br /> • .1 adding a set of classrooms on the south end (30' x 80) during Phase II, and <br /> adding a solarium on the south side (20' x 80') during Phase III (See <br /> Drawing). Discussions regarding these improvements have included private <br /> contractors along with the following government officials: Town of <br /> Middleton Building Inspector Jeff Curtis Crocket; Town of Middleton <br /> Plumbing Inspector, Art Stark; Perry Dahl from Dane County Environmental <br /> Health; and Charlotte Thompson, State Building Inspector. These <br /> professionals will help us by insuring that all additions/renovations meet <br /> required safety and health codes. <br /> Rest room facilities within the current 1800 square foot facility will be <br /> remodeled and upgraded in accordance with the Wisconsin Administrative <br /> Code HSS 55 ( Licensing Rules for Group Day Care Centers) and will meet <br /> requirements of Dane County Environmental Health (Perry Dahl, Inspector) <br /> and Town of Middleton (Art Stark, Inspector). <br /> A playground of a size adequate to the state's requirements will be <br /> constructed at the southeastern section of our lot (See Drawing ). A chain <br /> link fence will be constructed to surround the playground equipment and <br /> toys. <br /> Access to the school will be via two lane paved road that runs along the <br /> northern border of our lot line leading from High Point Road to the school <br /> parking lot. A single lane circular drive has been designed to accommodate <br /> the safety of children during the "drop off" and "pick up" times of the day <br /> (See Drawing ). <br /> C. Number of Students and Professional Staff Members <br /> The total number of children that can be served in the proposed building <br /> is: Phase I, 50 students; Phase II, 90 students; Phase III, 120 students. To serve <br /> these children, our center will hire five teachers during Phase I, ten teachers <br /> during Phase II, and fifteen teachers during Phase III. Sandra S. Dahl, a <br /> former elementary teacher and UW-Madison Early Childhood Professor, will <br /> serve as Center Director and be involved with instruction at all levels. <br /> Wilmer A. Dahl, currently the CEO of the Wisconsin Milk Marketing Board, <br /> will serve as financial advisor to the center and assist with administrative <br /> tasks. <br /> D. Issues Related to Curriculum and Instruction <br /> The philosophy of the Kids Express Learning Center will closely follow the <br /> successful early childhood programs in the northern Italian city of Reggio <br /> Emilia ( see Appendix B). In our program, children will be encouraged to be <br /> actively involved in creating their own learning programs while being <br /> challenged, encouraged, and evaluated by qualified professional teachers. Our <br /> daily indoor and outdoor activities will build children's self-confidence, <br /> promote social/emotional well-being, and create academic excitement. <br />
