Dear Mr. Lyman: The following serves as an explanation for my request for the A-1, Conditional Use Permit: I. Background Information For several months, I have been working on a plan to develop a unique and academically challenging preschool/kindergarten learning and nature center in and around a building located on my property. Previously, this building was occupied by Highland School, which was then owned and operated by Karen and David Yankovich (now Karen McKean). In 1983, Karen and David Yankovich applied for and received B-1 zoning for a portion of their land in order to open and operate Highland School, a private preschool/kindergarten facility. When the property was sold to my husband, Will, and me in 1986, we were under the impression that the B-1 zoning was still in effect. In fact, on March 23, 1995, I had a conversation with Dave Lorenz at the Dane County Zoning Office to double check the exact amount of land designated as B-1 and he told me that the area zoned B-1, was 125' x 175'. On September 28, 1995 I went into the Dane County Zoning Office to get an exact description of that lot so that our surveyor could accurately place stakes and mark this area for me prior to installation of the playground fencing and the solariums we will use for our science study. That day, Chris, in the Zoning Office, supplied us with the description of our B-1 property but later that afternoon found that in 1985, the zoning had for some reason been reverted back to A-1 by Karen McKean. II. My Request In order to operate my school, the Kids Express Learning Center, per the recommendation of Steve Reynolds, I am asking the Dane County Zoning and Natural Resources Committee to grant me an A-1, Conditional Use Permit. Tom Grenlie, our surveyor, has prepared a description of the land I wish you to consider (See Land Description and CSM). Please note that the descriptive lines I am requesting are different from those Karen and David Yankovich included in their zoning request. My request includes about one- half acre of land; this change was made to accommodate the new additions to our current building, playground requirements, and parking (See Drawing A). I request that the committee inform me at the November 14, 1995 meeting of your decision regarding my request. A positive response will permit me to complete my remodeling projects and curriculum, purchase supplies, hire teachers, and advertise for students so I can be in full operation by September, 1996.
