The RPC staff comments on zoning petitions as presented; however, the Commission does <br /> not review zoning cases as a policy body. The Commission's role is county-wide planning, <br /> providing county and local level planning assistance and ensuring that the local town plans <br /> are consistent with adopted regional plans as provided in the Standards for Review of <br /> Town Plans, which were adopted as part of the County Farmland Preservation Plan. <br /> Staff comments on zoning are advisory and are based primarily on adopted plans. The <br /> most detailed plans, which apply directly to most petitions, are the town plans which have <br /> been adopted as part of the Dane County Farmland Preservation Plan. <br /> In the review process, we frequently consult with the Zoning staff and quote them on <br /> specific zoning issues which bear on the case. However most comments are based on <br /> adopted plan policies. <br /> 2. We have been discussing the "density policies” issue with the Town of Cross Plains for <br /> approximately a year. I have made several suggestions for amending their plan and offered <br /> to meet with them; however, we have not been invited to a meeting as yet. <br /> a. The "density policy" as quoted from page 5 of the Town/County Plan applies to land <br /> in the Agricultural Preservation District on the Plan Map (copy attached). As you can <br /> see, the white area on the map is Ag Preservation, with no distinction made for <br /> substandard parcels. <br /> A number of towns have specific policy provisions for substandard parcels — either <br /> not allowing further division or permitting division if certain criteria are met. I have <br /> supplied the town with examples of policies which have been accepted and approved <br /> by the county. <br /> RPC - <br />
