Smiley, Director
Community and Regional Development Planning
DATE: December 22, 1995
B
RE: Zoning Petition 6460 - Memo from the
Town of Cross Plains Board dated 12-12-95
1. The RPC staff comments on zoning petitions as presented; however, the Commission does
not review zoning cases as a policy body. The Commission's role is county-wide planning,
providing county and local level planning assistance and ensuring that the local town plans
are consistent with adopted regional plans as provided in the Standards for Review of
Town Plans, which were adopted as part of the County Farmland Preservation Plan.
Staff comments on zoning are advisory and are based primarily on adopted plans. The
most detailed plans, which apply directly to most petitions, are the town plans which have
been adopted as part of the Dane County Farmland Preservation Plan.
In the review process, we frequently consult with the Zoning staff and quote them on
specific zoning issues which bear on the case. However most comments are based on
adopted plan policies.
2. We have been discussing the "density policies” issue with the Town of Cross Plains for
approximately a year. I have made several suggestions for amending their plan and offered
to meet with them; however, we have not been invited to a meeting as yet.
a. The "density policy" as quoted from page 5 of the Town/County Plan applies to land
in the Agricultural Preservation District on the Plan Map (copy attached). As you can
see, the white area on the map is Ag Preservation, with no distinction made for
substandard parcels.
A number of towns have specific policy provisions for substandard parcels — either
not allowing further division or permitting division if certain criteria are met. I have
supplied the town with examples of policies which have been accepted and approved
by the county.
RPC -
