The implementation section does use a farm as an example since this is the most <br /> common use of the density policy; however, the plan policy makes no distinction <br /> between farms and substandard parcels. <br /> c. "Agricultural Land" is defined on page 11; however, the next definition is for <br /> "Density" as follows: <br /> Density: Medium - residential development at a density of two <br /> housing units per acre in the "rural development" areas of the plan. <br /> Low - Residential development at a density of one housing unit per 35 acres <br /> owned as provided in plan policies with on-site sewage disposal within farmland <br /> preservation areas. <br /> The 'medium' residential density refers to the unsewered development areas on the <br /> plan map which are shaded. The 'low' residential density refers to Farmland <br /> Preservation Areas, or the white areas, on the plan map, with no distinction between <br /> farms and substandard parcels. <br /> d. The reference to substandard parcels on page 4, point #7, is a background map <br /> commonly prepared by all of the towns. However, when it came time to adopt a <br /> policy concerning such parcels, the focus was more on allowing some flexibility for <br /> dividing lots off farms, rather than concentrating development on these substandard <br /> parcels. Thus this particular statement concerns a background map which does not <br /> appear in the plan and was not addressed by an adopted policy. <br /> 3. We can probably all agree that the adopted Town/County Plan in the Town of Cross Plains <br /> needs some points cleared up, or amendments to ensure that we all understand what is <br /> intended. <br /> As noted above, I have submitted several proposed amendments to Town of Cross Plains <br /> officials and would be happy to follow up with more. If the density policy is not to apply <br /> to substandard parcels, what policy does apply? Should there be one division? Should there <br /> be subdivisions? Should there be qualifications related to size, soil and environmental <br /> concerns or effects on neighboring farms?
