3. The uses, values and enjoyment of other property in the <br /> ' neighborhood for purposes already permitted is substantially <br /> impaired or diminished by the establishment, maintenance and <br /> operation of the proposed mineral extraction quarry in the <br /> following respects: <br /> a. Residential uses have been permitted to develop in the <br /> neighborhood where this quarry is proposed. The keeping <br /> of domestic animals, such as horses, has also been <br /> permitted. Blasting and related activities will <br /> adversely affect these uses. <br /> b. The cumulative impact of the addition of a third quarry <br /> in this neighborhood will substantially impair and <br /> diminish the use, value and enjoyment of other properties <br /> located in the neighborhood. <br /> ' c. Noise, vibration, dust and increased traffic generated by <br /> the proposed quarry will substantially impair and <br /> diminish the use, value and enjoyment of other properties <br /> located in the neighborhood. <br /> d. Noise and vibration caused by the proposed quarry will <br /> have a detrimental impact on domestic animals, such as <br /> horses, permitted in this neighborhood. This, in turn, <br /> will impair and diminish the use and enjoyment of other <br /> properties in the neighborhood. <br /> 4. The establishment of the proposed quarry will impede the <br /> normal and orderly development and improvement of the <br /> surrounding property for uses permitted in the district in the <br /> following respects: <br /> a. A quarry operation on the proposed property is <br /> inconsistent with agricultural use of that property; <br /> agricultural use is presently permitted. <br /> b. Residential uses are and have been permitted in the <br /> district and are expected to increase in the future; a <br /> quarry operation is inconsistent with such residential <br /> uses. <br /> a. Eventual residential development of the proposed quarry <br /> site is anticipated. Following cessation of quarry <br /> operation and reclamation of the quarry site, residential <br /> development of the site will be more difficult and more <br /> expensive to achieve, particularly in relation to <br /> construction of sanitary systems and building <br /> foundations. This will impede the normal and orderly <br /> development and improvement of the site. <br /> 3 <br />
