Information presented in CUP 1298 <br /> does not address anomalies in the pipeline itself <br /> substrata conditions or blasting practices which make <br /> accurate prediction of a safety factor difficult. <br /> b. Because of the proximity of residences to the proposed <br /> quarry site, blasting at the site will be significantly <br /> detrimental to the public comfort, will endanger public <br /> health and safety and will be detrimental to the general <br /> welfare of the residents living in the vicinity of the <br /> site by causing noise, vibration and dust. While <br /> conditions can be imposed to lessen these impacts, <br /> elimination of these impacts is not possible. Even with <br /> conditions imposed on quarry operations, significant <br /> detrimental impacts will result. <br /> c. Truck traffic to the proposed quarry will have a <br /> detrimental impact on public health, safety and welfare <br /> by increasing noise, dust and the potential for <br /> accidents. <br /> d. Noise caused by the operation of the quarry during the <br /> proposed hours of operation will be detrimental to public <br /> health, safety, Comfort and general welfare of <br /> surrounding residents. <br /> e. The esthetic and economic value of surrounding properties <br /> will be decreased by the development of the proposed <br /> quarry. This decrease in value is compounded by the <br /> cumulative effect of other quarries already in existence <br /> in the general area where this quarry is proposed. <br /> f. Ground water quality concerns exist and have not been <br /> adequately addressed in the proposal accompanying this <br /> CUP application. The ground water concerns relate in <br /> part to the proposal to recycle blacktop and concrete at <br /> this site. <br /> g. Storm drainage concerns exist and have not been <br /> adequately addressed in the proposal accompanying this <br /> CUP application. Standing water may serve as a breeding <br /> ground for inspects and storm drainage pumped off-site <br /> may adversely effect surrounding land parcels. <br /> h. While the products of the proposed quarry may be of <br /> benefit to the region, the detrimental impacts outweigh <br /> the benefits to be realized from this quarry. It is <br /> recognized that suitable mineral resources exist within <br /> the Dane County region, thereby lessening the need for a <br /> quarry at this site. <br /> 2 <br />
