That is not an appraisal at all but a conclusion, and Mr. Geib is not a licensed <br /> appraiser. In discussions with Mr. Geib and one of the club members, Geib acknowledged that <br /> it was not an appraisal assignment, that the letter was not intended to be an appraisal report, and <br /> no appraisal analysis was performed on the impact of the range on value. It presented no <br /> pricing comparibles, no objective evidence, and nothing to show that he had an understanding <br /> of the limited use of the range. It is certainly not in compliance with the Uniform Standards of <br /> Professional Appraisal Practices (USPAP). If it was an appraisal it would be in violation of the <br /> Code of Professional Ethics of the Appraisal Institute. Were sure it was not Mr. Geibs intention <br /> to offer an appraisal. <br /> We further feel that the issue as to diminished value is moot given the fact that Mr. <br /> Waters knowingly purchased the property with the range next door. <br /> In conclusion, we believe that you have more then sufficient information to make your <br /> decision and hope that tonight's proceeding does not develop into yet another hearing on the <br /> same issues. <br /> I would like to add that we very much appreciate the time, effort, and assistance you and <br /> other local officials have put forth in viewing the site and examining the facts surrounding the <br /> Denner petition. <br /> V( ours, <br /> s Q---2W -C'2.a5Ft--- <br /> P.
