The land shall be depth in grassland/hay production for an initial five year period to <br /> allow soil structure to become re-established, and to assure no harmful effects to area <br /> groundwater. <br /> 10. After this initial period, the reintroduction of a more intense land use such as row- <br /> crop agriculture may be allowed based on soil test results and committee approval. <br /> 11. The Town of Verona Board will be notified of any requested changes in land use. <br /> 12. Soil testing shall include remapping based on soil borings. In addition, test plots shall <br /> be done to determine yields on the rebuilt soil so future nitrogen can be closely tied to <br /> yield expectations. <br /> 13. Groundwater monitoring wills may also be required. <br /> 14. Land use must follow State Standards for nutrients and pesticides currently being set <br /> by the UW, State and Federal agencies. (These standards will be in effect before a <br /> petition for land use change can be made, and they will establish specific soil series <br /> application rates for the area.) <br /> 15. All construction equipment and vehicles will be fueled and stored on land that has not <br /> had the clay removed. Farm equipment will also be stored and fueled on land that is not <br /> disturbed. <br /> 16. The County will keep Cross Country Road in good repair and if necessary, reconstruct <br /> after the clay has been removed. Dust control on Cross Country road will be maintained. <br /> 17. Natural drainage on the site shall be restored as part of reclamation. <br /> 18. There shall be no foreign material buried on the site. <br /> 19. There shall be no blasting on the site. <br /> 20 Extraction at the site shall be completed in the calendar year 1996 with reclamation in <br /> the calendar year 1997. <br /> THE ZONING AND NATURAL RESOURCES COMMITTEE AFTER PUBLIC HEARING AND <br /> IN THEIR CONSIDERATION OF THE CONDITIONAL USE PERMIT MADE THE <br /> FOLLOWING FINDING OF FACT: <br /> 1 . That the establishment, maintenance and operation of the <br /> proposed conditional use will not be detrimental to or endanger <br /> the public health, safety, morals, comfort or general welfare. <br /> 2. That the uses, values and enjoyment of other property in the <br /> neighborhood for purposes already permitted will not be <br /> substantially impaired or diminished by the establishment, <br /> maintenance and operation of the proposed conditional use. <br /> 3. That the establishment of the proposed conditional use will not <br /> impede the normal and orderly development and improvement of the <br /> surrounding property for uses permitted in the district. <br /> 4 . That adequate utilities, access roads, drainage and other <br /> necessary site improvements will be made. <br />
