• <br /> Wendel & Center <br /> Mr. Steve Glass <br /> February 7, 1996 <br /> Page 2 <br /> is and will be provided by the Town of Blooming Grove Fire Department, emergency medical <br /> services is and will be provided by the Town of Madison, and school needs will be met by the <br /> Oregon School District. All of these facilities are presently adequate to support one additional <br /> single family detached house. <br /> With respect to criteria (2), provisions of these facilities will not place an unreasonable <br /> burden on the affected local units of government, please note that all of those facilities, except <br /> for the additional well which will be a private well, are already in place. No additional facilities <br /> will be needed as a result of the proposed single family detached house. <br /> With respect to criteria (3), the land proposed for rezoning is suitable for development <br /> and this development will not result in undue water or air pollution, cause unreasonable soil <br /> erosion, or have an unreasonably adverse effect on rare irreplaceable natural areas, please note <br /> that the soils are adequate for supporting an additional single family detached structure. Please <br /> also note that Mr. Wood and his wife plan on "renaturalizing" the western portion of their <br /> property in conformity with Exhibit 1 hereto. This plan calls for improvement of the existing <br /> wooded areas, the creation of shelter belts, and the creation of wildlife clump planting areas. <br /> The eastern portion of their land will be left in crop land for corn and soybean rotation. This <br /> development will not only not result in undue water or air pollution, cause unreasonable soil <br /> erosion, or have an unreasonably adverse effect on rare irreplaceable natural areas, it will <br /> improve water management, will not cause any air pollution, will result in less soil erosion, and <br /> will help rebuild natural areas. <br /> For all of the reasons stated above, we believe that the Plan Commission can and should <br /> make the appropriate finding that conditions (1), (2) and (3) have been met. <br /> If there are any further questions, please do not hesitate to contact us. <br /> Very truly yours, <br /> WENDEL & CENTER <br /> 1/ <br /> RN1T:sp Ronald M.
