This proposed 60-lot residential plat is in the Town of Deerfield raises some policy <br /> concerns. <br /> The site is within the Village-Centered Growth Area District of the adopted town/county plan in the <br /> Town of Deerfield. The following is the policy which applies: <br /> 1. Village-Centered Growth Area District <br /> Land Use Policies <br /> A. The most logical growth pattern strategy within the Village Centered <br /> Growth Area is Village-centered development that is served by public <br /> sanitary sewer and municipal water. The primary intent of the Village- <br /> Centered Growth Area District is to encourage all development within its <br /> boundaries to be located within the Village of Deerfield urban service <br /> area.All development that is located within the urban service area should <br /> be served with the full array of municipal services and should be annexed <br /> into the Village of Deetfield. No proposed development project within the <br /> Village-Centered Growth Area will be considered for approval until the <br /> project developer has submitted a written request to the Village of <br /> Deerfield, which in turn submits a request to the Dane County Regional <br /> Planning Commission, to have the subject project's site added to the <br /> Village of Deetfield urban service area. If the proposed development is <br /> unable to be located within the urban service area because the Wisconsin <br /> Department of Natural resources or the Dane County Regional Planning <br /> commission will not allow the urban service area to be amended for the <br /> subject project, the "Village-Centered Growth Area District"policies, <br /> standards and criteria that are listed in this Plan shall apply.Any <br /> proposed development of lands within the Village Centered Growth Area <br /> (at a density of greater than 1 dwelling unit per 35 acres)that are not <br /> located within the urban service area, and, therefore, cannot be served <br /> with municipal sanitary sewer and water, will only be considered for <br /> approval by the Town if all of the Village Centered Growth Area policies, <br /> standards and criteria are met These policies, standards and criteria are <br /> not intended to imply that all proposed developments that cannot be <br /> added to the Village of Deerfield urban service area will automatically be <br /> approved by the Town of Deerfield as unsewered plats. <br /> Comments related to the policy: <br /> The plan goes on to state that unsewered subdivisions only be considered in this corridor <br /> providing a connection to USH 12& 18. <br />
