Anderson <br /> March 12, 1996 <br /> Page 2 <br /> of the land proposed for rezoning is woodland, according to the Rezone Application form). <br /> Again, the Town of Blue Mounds Land Use Plan provides that any rezoning should not <br /> "disturb or destroy important natural features such as significant woodland areas,wetlands, <br /> springs, and steep slopes,"and that"[d]evelopment should be discouraged" in wetlands and <br /> drainage divides. The Land Use Plan further provides that"cuts into steep slopes for both <br /> homesites and driveways" are to be avoided. Consistent with the Dane County Executive's <br /> memorandum, these provisions of the Land Use Plan should be enforced. <br /> 4. Mr.Phelps advises in his memorandum that he will not sign rezonings that would permit new <br /> development of scattered,unsewered subdivisions. While the pending application before the <br /> Zoning and Natural Resources Committee is for the purpose of rezoning agricultural lands <br /> into four (4) different lots, Mr. Field has also announced his intention to further divide the <br /> farm property to create a separate homestead lot. This is in addition to the proposed four <br /> residential lots. Precisely this type of scattered, unsewered development should not be <br /> permitted, particularly on soils such as these that are classified in the Town of Blue Mounds <br /> Land Use Plan as "Severe" and "Very Severe" for purposes of septic tank absorption. As <br /> stated in the Land Use Plan, such lands "are not suitable for residential development." <br /> The Dane County Farmland Preservation Plan provides the same principles set forth in the Town of <br /> Blue Mounds Land Use Plan. The farmland preservation objectives for Dane County include maintaining <br /> Dane County's status as one of the nation's most productive agricultural counties by preserving agricultural <br /> land and the family farm. Other objectives include maintaining the rural character of the towns of Dane <br /> County and the open space provided by agricultural land. <br /> The policies of the Farmland Preservation Plan, which also parallel the Land Use Plan of the Town <br /> of Blue Mounds, provide that agricultural areas should not be rezoned for low-density, nonfarm uses unless <br /> there is no history of economically viable farming activity, unless the areas are too small or inaccessible for <br /> farm activities,and unless the areas do not contain soils classified as prime farmland or farmland of statewide <br /> importance.
