• <br /> COMPOSITE REPORT - Page 4 APPLICATION NO. 6629 <br /> • <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6629. This proposed rezoning is for expansion for a dead livestock processing facility which <br /> has been at this location for many years. <br /> This site is not in an urban service area;however,the land to the north of Waterloo Road is within the <br /> marshall urban service area and planned for urban residential development. <br /> There is a cemetery to the west,with the Maunesha River to the east and Highway 19 to the south. <br /> The relevant town/county plan policies are: <br /> Commercial Development <br /> - To encourage the location of commercial uses, which will provide goods and services to the <br /> area, to be developed in a convenient, safe and attractive manner. <br /> Policies <br /> 1. To encourage major commercial development to locate in or adjacent to existing urban <br /> areas. <br /> 2. To discourage strip commercial development along roadways. <br /> 3. To control commercial development at the 1-94 Interchange to promote compact, convenient <br /> highway oriented facilities. <br /> 4. To zone only that portion of land necessary for the immediate use when rezoning is <br /> requested, and to direct commercial development to areas already zoned commercial. <br /> Comments Related to Policies <br /> As previously noted this business was here before the town/county plan was adopted. This is a major <br /> development,next to Marshall,but there are no urban services extended to these facilities. <br /> The site is a mix of commercial and residential, which have been established over time. The residences <br /> are for workers at the business. <br /> The request includes a significant increase in the commercially zoned land,with expansion north <br /> toward a proposed residential area in the village. <br /> Before additional zoning is granted,there needs to be a site plan which indicates existing and proposed <br /> residential and commercial uses. Any additional zoning should be conditioned upon an approved site <br /> plan,which is also sensitive to village plans. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> None. <br /> OTHER <br /> None. <br />
