COMPOSITE REPORT- Page 2 Application No.6636/CUP 1344 <br /> STAFF COMMENTS <br /> BACKGROUND <br /> A. This is an existing shooting range in the Town of Mazomanie covering 7.8 <br /> acres. The owner is requesting a rezone from A-lex to RE-1 and CUP for <br /> recreational facilities lighted at night, sale of alcoholic beverages by the <br /> drink, skeet, trap rifle and pistol ranges and private hunting and shooting <br /> preserves. <br /> B. Agricultural lands or open space surround the site. Houses are on most <br /> of the lots north of the property, near the Wisconsin River. <br /> C. If this rezoning is approved, the applicant will have to receive a conditional <br /> use permit for the use. <br /> II. ANALYSIS <br /> A. Environmental Health staff have no objections. The site is in a floodplain <br /> and wetland overlay zone. Lead does not seem to be a problem in soil <br /> other then silica or sugar sand. <br /> B. The County Highway Department does not find problems to <br /> the rezoning. CTH "Y" is not a controlled access highway. This parcel has <br /> an existing access to a sportsman's club. <br /> C. The present use is not allowed in A-lex. <br /> D. The proposed use is consistent with RE-1 and with the conditional uses <br /> permitted in the RE-1 (b, d, e and 0. <br /> E. By rezoning to RE-1, land is converted from A-lex. However, being an <br /> existing use, land is not taken from agriculture. It would not be permissible <br /> to asphalt the parking area or build on the wetland which the applicant is <br /> not proposing to do. <br /> F. RPC staff recommends setting conditions similar to those imposed on <br /> other ranges, in terms of times for shooting, fencing, warning signs, site <br /> plans, limits on types of weapons and safety devices (see attachment). <br /> G. The Town Board acted on this petition on July 9, but information on their <br /> action was not available at the time of this writing. It will be made <br /> available to the committee at the hearing. <br />
