This proposed multi-family residential development is within the Lake Kegonsa Limited <br /> Service Area(only sewer service), but raises significant policy issues. The relevant policies for this <br /> area are: <br /> y 4 ris E- <br /> IVA1. To avoid any substantial expenditure of public funds for urban services other than sewer. <br /> To limit additional development to a scale and density which will not lead to further <br /> deterioration of lake water quality. <br /> 3. To limit any new commercial use to that which would serve residents of the immediate area. <br /> 4. To make no provision for industrial uses within this service area. <br /> 5. To require that all new development within the service area be connected to the public sewer, <br /> once the system is installed. <br /> 6. To limit any future expansion of the sewer service area to areas of existing and infill <br /> development where there is a demonstrated need for public sewer. An area may be considered <br /> for addition to the Limited Service Area as infill development provided that: <br /> )U ' a) the area is both adjacent to and limited to an area within 400'of an existing <br /> (July 1, 1991)public sewer, and <br /> b) the area is a lot or portion of a lot which is an unimproved lot of record less than <br /> 35 acres as of July 1, 1991. <br /> \7\ To discourage additional urban growth to avoid the need and cost of additional public <br /> services, and the deteriorating effect of urban runoff on lake water quality. <br /> Comments Related to the Policies <br /> - The multi-family proposal appears to conflict with the Objective of generally discouraging <br /> extensive urban growth. The site currently is a resort, with a few small cabins. Permitting R-4 <br /> multi-family residential use would be a significantly different intensive use.
