COMPOSITE REPORT - Page 4 APPLICATION NO. 6637
STAFF COMMENTS
REGIONAL PLANNING
Petition 6637. This proposed multi-family residential development is within the Lake Kegonsa Limited
Service Area(only sewer service), but raises significant policy issues. The relevant policies for this
area are:
1. To avoid any substantial expenditure of public funds for urban services other than sewer.
2. To limit additional development to a scale and density which will not lead to further
deterioration of lake water quality.
3. To limit any new commercial use to that which would serve residents of the immediate area.
4. To make no provision for industrial uses within this service area.
5. To require that all new development within the service area be connected to the public sewer,
once the system is installed.
6. To limit any future expansion of the sewer service area to areas of existing and infill
development where there is a demonstrated need for public sewer. An area may be considered
for addition to the Limited Service Area as infill development provided that:
a) the area is both adjacent to and limited to an area within 400'of an existing
(July 1, 1991)public sewer, and
b) the area is a lot or portion of a lot which is an unimproved lot of record less than
35 acres as of July 1, 1991.
7. To discourage additional urban growth to avoid the need and cost of additional public
services, and the deteriorating effect of urban runoff on lake water quality.
Comments Related to the Policies
- The multi-family proposal appears to conflict with the Objective of generally discouraging
extensive urban growth. The site currently is a resort, with a few small cabins. Permitting R-4
multi-family residential use would be a significantly different intensive use. Other surrounding
development is all single family homes and cabins.
- There could be a specific limit to the number of units, which would address the policy of limiting
development to a scale and density which will not lead to further deterioration of lake water
quality.
- There need to be safeguards to avoid the need and cost of additional urbanization.
ENVIRONMENTAL HEALTH (septic, etc.)
None.
DANE COUNTY HIGHWAY
None.
OTHER
None.
