Motion by Franz to approve CSM, <br /> second by Sheard. Motion carried. They will return for the re-zone application later. <br /> WELTON RE-ZONE APPLICATION # 6667: (Old Oscar Mayer building) Weltons <br /> have Harnischfager Crane Co. looking to rent property. The company needs to have <br /> specific M-1 zoning to include items O,P,Q, and U. It is currently zoned C-2. They want <br /> to retain the C-2 zoning rights, but add the above. Walters stated they have restrictions <br /> on the C-2 zoning granted in the area. Hovde's land has those restrictions imposed and <br /> so should this piece. They don't want the neighboring businesses to be harmed <br /> because they don't limit what can be done with that property. Dick Schuster, from <br /> Harnischfager stated they would need outside storage, but it would be temporary, about <br /> 4 months. <br /> The storage would be cranes waiting to be reconditioned. The CUP with the M-1 <br /> zoning would only be granted to this company for the time they are in business. If they <br /> move out, the CUP expires, leaving the parcel zoned C-2. <br /> Lengthy discussion regarding possible restrictions ensued. <br /> Babler stated that this is their (Planning Commission) chance to make sure that all of <br /> these parcels have the same type of restrictions to ensure that they are all consistent <br /> uses. <br /> Motion by Babler to approve petition # 6667 re-zoning that parcel from C-2 to M-1 <br /> excluding items H, J and K under M-1 zoning. Second by Urban. Motion carried. <br /> WELTON LAND DIVISION/PLAT: Weltons are asking for the "go ahead" from the <br /> PC to have the engineer draw up the preliminary plat of the East Metro Business Park. <br /> They would turn the road into a private drive. The Weltons would give the land to the <br /> public so that it can be vacated and the road made. Welton and Edwards have come to <br /> a tentative agreement regarding the placement of the road. Walters stated he will need <br /> to speak with the attorney to find out how they will proceed to vacate Hoffman House <br /> Road. Volkmann will authorize Mid-States to begin the draft of the intersection. <br /> WELTON REZONE PETITION #6688: They want to change the zoning of East Metro <br /> Business Park from AG-1 to M-1 for the entire area. Motion by Urban to approve the <br /> petition for rezoning from AG-1 to M-1 excluding item K under M-1, second by Babler. <br /> Motion carried. <br /> GLACIAL HILLS DRIVE INTERSECTION: The PC stated they continue to have safety <br /> concerns because of the curve after the hill, and because there will be a huge increase <br /> in traffic. They have no jurisdiction over the road, as it remains the City of Madison <br /> property. Instructed Volkmann to send letter stating they had no objection, but reiterate <br /> their concerns. <br /> MINUTES: Motion to approve minutes from June 26, 1996 with corrections noted. <br /> Second by Urban. Motion carried. <br /> LAND USE PLAN: Motion to table discussion, second by Franz. Motion carried. <br />
