PLANNING COMMISSION MEETING MINUTES JULY 10, 1996 <br /> PRESENT: WALTERS, BABLER, SHEARD, URBAN, FRANZ, VOLKMANN <br /> ALSO PRESENT: SEE SIGN IN SHEET <br /> CALL TO ORDER AT 7:05 PM. PLEDGE RECITED. <br /> PUBLIC COMMENT: Keith Frederson from Rattman Heights sub division, inquired <br /> about any sewer and water being brought into the area any time soon. Walters <br /> explained that the engineers are currently working on obtaining the final easement <br /> needed for the HWY 51 sewer hook-up. Could be 1-2 years before development is <br /> completed. <br /> LOTHE APPLICATION FOR CUP FOR LIMITED FAMILY BUSINESS ON HIS <br /> SOMMER VALLEY CIR PROPERTY: Glen and Joann Keikhafer stated they <br /> requested that Walters have this matter referred back from the Board because there <br /> was inaccurate information provided to the PC. Stated that Lothe lied about the semi <br /> trucks. There have been 3-4 per week for months. The volume of vehicles has <br /> increased dramatically , creating a hazard because there is only one way in or out of <br /> the circle and when there are large trucks on the circle, two vehicles can not be on the <br /> road at the same time. They feel that the entire Lothe situation is reducing their <br /> property values, is interrupting their right for a peaceful residential home site, and <br /> placing their children in danger because of the truck traffic. <br /> Walters read a letter from Harold and Naoma Jockmann , 6195 Sommer Valley Circle, <br /> stating they strongly object to the issuance of a CUP or any zoning changes. They <br /> stated that the trucks are tearing up the road and that this is a residential only <br /> neighborhood. Walters stated that he viewed the roads last week, and determined that <br /> they are in very bad repair and Lathe's driveway is a blind intersection. <br /> Urban stated he felt they needed to speak with Lothe regarding these new facts. <br /> Kiekhafers asked what the scope of a limited family business was according to the <br /> ordinances. Walters stated that Ch. 10.192 paragraph 2, page 31 of the green book <br /> states that they may have one full time employee that is not a family member, the <br /> buildings must only be accessory buildings to the house, and only a certain <br /> percentage of the property can be devoted to the business. <br /> Keikhafer stated that they moved this business from Sun Prairie, that it wasn't just a <br /> hobby. <br /> Motion by Babler to hold a public hearing regarding CUP 1356 application by Tim and <br /> Susan Lothe, second by Franz. Motion carried. Volkmann will publish and notify <br /> surrounding residents of the July 31st date. <br /> DONALD CRANE CSM: Doug Nelson stated that he is selling the property which <br /> currently is zoned Ag-1. It was an illegal zoning to begin with because there are 2 <br /> duplexes on it. It should be zoned R3A. They are changing the lot lines to make them <br /> legal parcels. On Lot 2 they will be adding 30 feet and then will eventually be putting <br />
