TOWN BOARD MEETING MINUTES JULY 17, 1996 <br /> PRESENT: WIGANOWSKY, KURT, STENSON, KEMPFER, VOLKMANN <br /> ALSO PRESENT: SEE SIGN IN SHEET <br /> CALL TO ORDER AT 7:00 PM. PLEDGE RECITED. <br /> PUBLIC COMMENT: None <br /> ACCOUNTING REPORT: Kelly Udelhoven reported on several items. <br /> 1.) Eagle Crest Developer paid $6,073.51 on Nov. 6, 1995 for the utility hook up. <br /> 2.) Explained the employee pension plan to the Board. Because we are a <br /> governmental agency we must have two separate accounts. One account is for the <br /> $2,000 benefit in lieu of health insurance. The other is a 457 plan where each <br /> employee can save pre-tax dollars from their paychecks. There is a cost involved which <br /> the employee will pay. Motion by Stenson to allow Clerk to proceed with the plan , <br /> second by Kempfer. Motion carried. <br /> 3.) Delinquent personal property taxes have not been collected. Clerk proposes <br /> Resolution # 960717A which will implement interest of 12% and penalties of 6% per <br /> year on delinquent taxes. It will be charged as 1 1/2% per month. Motion by Stenson to <br /> adopt resolution 960717A, second by Kurt. Motion carried. <br /> 4.) Reported to Board that to date the Town has spent in excess of$50,000 on the <br /> land use plan. These figures do not include any wages for the Planning Commission <br /> over the last 5 years. <br /> Clerk Jane Hoepker addressed the Board asking if they had any objections to the <br /> office using the Dane County computerized tax collection system. The Board had no <br /> objections. <br /> RESOLUTION #960717 adopting the Parks Plan of May 1996. Motion by Stenson to <br /> approve, second by Kempfer. Motion carried. <br /> Jim Niedhart from DC Parks Dept. and Al Kubiski are working on the site plan for the <br /> Town Hall. <br /> ZONING PETITION # 6667: Welton explained that Harnischfager Crane from <br /> Milwaukee wants to rent the old Oscar Mayer building. They only need P,Q,R,U uses <br /> under M-1 zoning. Motion by Stenson to accept the Planning Commission <br /> recommendation for the zoning change to from C-2 to M-1, second by Kempfer. Motion <br /> carried <br /> ZONING PETITION # 6668: Welton wants to have the EMBP zoned C-2 to include <br /> M-1 zoning. The PC recommended the change. Wiganowsky asked why they did not <br /> include all of the same restrictions as they did with #6667. Welton explained that the <br /> area may be fine for some uses such as a bus terminal or a store like Cenex which <br /> would mix fertilizers. Motion by Stenson to accept recommendation of the Planning <br /> Commission to approve, second by Kurt. Motion carried. <br />
