New development is generally not encouraged in Limited Service Areas. <br /> However, the boundaries of the Burke Limited Service Area were originally <br /> delineated to include the undeveloped subject property. The applicant would have <br /> to receive RPC approval of a Service Area expansion if sewer and water service is <br /> required for that portion of the subject property currently not within the Limited <br /> Service Area. <br /> E. The Token Creek Watershed, which includes the subject property, is an extremely <br /> important provider of base flows to the Yahara chain of lakes. Urban development <br /> may reduce groundwater levels, which supply this base flow, because of pumping <br /> for public water systems and more impervious surfaces. RPC staff are in the <br /> process of studying the impact on base flows of urban development planned for the <br /> Burke area. <br /> F. After a favorable recommendation from the Town Plan Commission, the Burke <br /> Town Board unanimously approved this rezoning at its July 17 meeting with a <br /> recommendation that a deed restriction be required to prevent use for a slaughter <br /> house or meat processing plant. <br /> III. SUMMARY <br /> A. The subject property is adjacent to a developed area where sewer and water <br /> services are available, except for those portions outside the Burke Limited Service <br /> Area. The proposed uses appear generally compatible with the character of the <br /> area and the Town Land Use Plan. However, the proposed M-1 zoning allows <br /> more intensive uses which may not be compatible with the area or the plan. <br /> B. If this rezoning proposal is approved, the ZNR Committee and County Board may <br /> wish to require a deed restriction preventing slaughter houses and meat processing <br /> plants, as per the Town Board's recommendation, and perhaps other intensive M-1 <br /> uses. As recommended in the attached RPC staff comments, the Committee and <br /> Board may also wish to consider restricting the types of uses allowed in the <br /> portion of the property outside the Limited Service Area until such time as it is <br /> included within a Limted or Urban Service Area. <br />
