STAFF COMMENTS <br /> COMPOSITE REPORT - Page 2 APPLICATION NO. 6688 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Revised Comments: Petition 6688. This proposed industrial rezoning is partially in the Burke <br /> Limited Service Area (LSA), while the western end is not in the LSA. <br /> The LSA was originally delineated and adopted to accommodate a special situation (three truck <br /> stops near Token Creek at Hwy. 51 and I-90/94) where the provision of public sewer was the only <br /> reasonable solution to solving the problem situation. "In these instances, it is not intended that a <br /> full range of services be provided, nor that additional urban development be encouraged." <br /> (Regional Development Guide, p.41) <br /> This entire property (area of Petition 6688) was included in the Burke LSA as originally delineated <br /> and adopted. However, the western triangular shaped end of the parcel (approximately 8 acres) was <br /> removed from the LSA in 1986 to accommodate other expansions requested by the Town of Burke <br /> (see attached map). <br /> Burke has been working toward having this area designated an urban service area; however, the <br /> draft plan to date does not meet the criteria for such an amendment. Thus, the eastern portion of <br /> the proposed rezoning is within the LSA and the western portion is not. <br /> Since this is a limited service area, planned for commercial use, the M-1 industrial zoning appears <br /> to be too intensive to be considered consistent. If there are some commercial uses which need some <br /> specific M-1 use, this could be done with a conditional rezoning. <br /> The applicant has indicated a willingness to have conditions on the rezoning. <br /> In addition, the applicant proposes to use the area outside the LSA for uses not requiring services, <br /> such as parking lots, green space and signage. If this area is rezoned to M-1, these specific <br /> conditions should be required. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> None. <br />
