COMPOSITE REPORT - Page 2 APPLICATION NO. Petition 6740 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6740. This proposed expansion of a trucking business is partially within the Burke <br /> Limited Service Area, but mostly outside. <br /> The rectangular parcel on the north end of the proposed rezoning has a garage and a limited <br /> trucking business now. It is in the Limited Service Area with public sewer and water available. If <br /> the use is limited to the trucking business, it may be compatible. Many other C-2 uses would be <br /> incompatible at this location, since this is a limited service area, the area to the south is a wetland <br /> which drains directly into Cherokee Marsh and there are several single family homes in the area. <br /> The triangular area to the south is an open field which is apparently intended as a truck parking <br /> area. The area to the east and south is a mapped wetland which drains directly into Cherokee <br /> Marsh. This site is within the Yahara-Mendota Priority Watershed where substantial public funds <br /> are being expended to reduce pollution in the watershed. <br /> The wetland boundary on the site should be surveyed and accurately delineated with the assistance <br /> of WDNR as well as the U.S. Army Corps of Engineers. It should be noted that although the DNR <br /> wetland inventory is the basis of wetland zoning and enforcement at the county and state level, the <br /> inventory maps lack the accuracy needed for site design. <br /> Furthermore, in non-agricultural areas, the Corps of Engineers has the jurisdiction to enforce the <br /> federal wetland protection mandate and should be consulted to ascertain compliance with applicable <br /> federal laws. <br /> If development is permitted, it should be conditionally rezoned to: <br /> • permit only truck parking and not other C-2 Commercial permitted uses. <br /> • require a site plan including measures and practices which provide long-term water <br /> quality protection for the adjacent wetlands and the Token Creek tributary which <br /> receives the stormwater runoff from the proposed development. <br /> Such measures should require a 75-foot vegetative buffer around the wetland and stormwater <br /> retention (wet ponds) to intercept polluted stormwater runoff from all road and parking surfaces. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> None. <br />
