This proposed commercial auto assembly business is in an Agricultural Transition <br /> Area, as well as a Groundwater Recharge Area in the Town of Oregon. <br /> There is a wood lamination business to the north (which predated the plan), farmland to the west <br /> and south, with an urban residential neighborhood inside the urban service area to the east. <br /> With such a small parcel, the impact on agriculture is minimal. <br /> The adopted town/county plan has the following requirements: <br /> 6. Petitions for rezoning A-3 zoned properties within the Agricultural Preservation <br /> Category shall be considered by the Town only after findings are made based upon <br /> consideration of the following: <br /> a) Adequate public facilities to accommodate development either exist or <br /> will be provided within a reasonable time. <br /> b) Provision of public facilities to accommodate development will not place <br /> an unreasonable burden on the ability of affected local units of <br /> government to provide them. <br /> c) The land proposed for rezoning is suitable for development and <br /> development will not result in undue water or air pollution, cause <br /> unreasonable soil erosion or have an unreasonably adverse effect on rare <br /> or irreplaceable natural areas. <br /> Comments related to adopted policies: <br /> a. This site is adjacent to the urban service area; however, there are no plans to serve this site <br /> with public facilities. <br /> b. It is possible to serve this area with public facilities, but the services would most likely have <br /> to be provided by the Village of Oregon. <br /> c. The site is within the groundwater recharge area as delineated on the town/county plan map. <br /> Therefore any commercial zoning should probably be required to have public facilities. <br /> This commercial proposal appears premature in a transitional area which could be added to the <br /> urban service area. Such a plan amendment should be completed prior to further commercial <br /> development. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> None. <br />
