November 1, 1996 <br /> Mr. Jim Gregorious, Administrator <br /> Dane County Zoning <br /> Room 116 <br /> City-County Building <br /> Madison, WI 53709 <br /> Dear Mr. Gregorious: <br /> Attached is an application for rezoning to build a single family residence on 66 acres we <br /> purchased in the town of Perry (Sec. 29, Township 5N., Range 6 E.). When we purchased the <br /> property in 1993, our offer was contingent on obtaining a building permit from the Town of <br /> Perry and from Dane County. In March 1993, we obtained permission from the Town and a site <br /> approval (#12-93) from the Zoning and Natural Resources Committee. We have only recently <br /> learned that this site approval process is no longer valid. Therefore, we are submitting a rezoning <br /> application in order to build at the site that was previously approved. Since the building site was <br /> approved in 1993, we cleared and constructed a road to the house site, removed some trees at <br /> the building location, ran electricity, and received approval for a septic system. A general <br /> description of the building site as listed below, remains essentially as it was presented in our <br /> original letter of 2 February, 1993. <br /> We are requesting to rezone 2.8 acres of land to accommodate our house and septic system (see <br /> attached rezoning map with legal description). This rezone parcel is located on two tax parcels, <br /> one of 40 acres (22-0506-294-8500-3) and one of 22 acres (22-0506-293-8000-9). We plan to <br /> build a house on the rezoned parcel during 1996 and 1997. <br /> Our building site is located on the west edge of a small agricultural field (8-10 acres) on <br /> Elkmound sandy load(EmC2) soils; the remainder of the field is predominantly Gale silt load <br /> (GaC2) soil. These soils are capability class IV and III,respectively. Class III soils have severe <br /> limitations that reduce the choice of plants, require special conservation practices, or both. Class <br /> IV soils have greater limitations, requiring very careful management, reduced plant choice, or <br /> both. The field bordering our building site was in CRP from 1987-89, withdrawn from CRP in <br /> 1989 due to farm foreclosure, and in grass hay from 1989-96. This field is considered to be too <br /> sandy for satisfactory production of corn or alfalfa(per previous owner). None of the other fields <br /> on our property(approximately 18-20 acres) will be directly affected by the proposed building <br /> site. <br /> Our driveway enters the property from State Highway 78, and runs east through woods to the <br /> edge of the agricultural field. The driveway passes through soil classified as Elkmound sandy <br /> loams (EmC2 and EmE2), capability classes IV and VII, respectively.
