COMPOSITE REPORT - Page 2 CUP No. 1395 <br /> *** REVISED 1/16/97 <br /> DANE COUNTY PLANNING DIVISION STAFF COMMENTS <br /> BACKGROUND <br /> A. The applicant is requesting a conditional use permit to allow expansion of a <br /> religious use in the A-1 Agriculture District for the Holy Name Catholic Center. <br /> The Diocese of Madison has discontinued the historic use of the facility as a <br /> seminary, and plans to establish a mixed use facility including the following: <br /> • Office use (65,000 sq.ft.)to allow the Diocese to consolidate its offices <br /> from seven locations to one. There would be roughly 60 employees. <br /> • Meeting facilities(35,000 sq. ft.) including six conference rooms, dining <br /> rooms, and a chapel. These facilities would be used for retreats and <br /> religious conferences, and would have a capacity of roughly 300 persons. <br /> • Residences(11,000 sq. ft.) including six living quarters for retired priests <br /> and day room space. <br /> These uses would be accommodated in the existing building. Proposed parking <br /> lots would be the only significant change to the appearance of the property. <br /> B. The subject property is in the Town of Middleton. It is roughly 1/2 mile south of <br /> USH 12-18 between High Point Road and CTH M. The City of Madison borders <br /> portions of the property to the east, south, and north. <br /> II. ANALYSIS <br /> A. The former Holy Name Seminary building is located in the middle of the 70 acre <br /> property. The property also contains two smaller buildings, unlit athletic fields <br /> west of the buildings, and an extensive driveway system. There are 101 parking <br /> spaces on-site, with 56 of these in a garage west of the main building. <br /> B. The property fronts and has access to both High Point Road and CTH M. High <br /> Point lies entirely in the City of Madison. The City recently expanded High Point <br /> from two to four lanes with curb and gutter. The second access along CTH M is <br /> marked as a service access and is gated shut for the winter. CTH M is a two lane, <br /> rural section highway without turn or passing lanes at the Holy Name entrance. <br /> C. The subject property is bounded on the south by the Applewood Hill subdivision in <br /> the Town and a developing medium density residential area in the City. On the <br /> north, the property is bordered by undeveloped land and cropland The portion of <br /> the land to the north inside the City is being prepared for residential development. <br /> The Diocese owns most of the remaining land to the north, which lies in the Town. <br /> D. Both Town and City land use plans anticipate continued institutional use of the <br /> Holy Name property. Both plans generally show adjacent properties as <br /> appropriate for residential use. The City plans to extend Watts Road from its <br /> current terminus at High Point Road northwesterly to CTH M. The Diocese plans <br /> to retain as part of the Holy Name property lands south of this extension, and to <br /> market lands to the north for a mix of commercial and residential development. <br />
