COMPOSITE REPORT - Page 4 CUP No. 1395 <br /> K. This proposal also raises pedestrian access issues. The applicant must provide a <br /> walkway fom the main building to the property line at High Point Road to meet <br /> Americans with Disabilities Act requirements. The revised site plan shows a <br /> segregated walkway next to the existing driveway. The applicant requests that the <br /> location of this walkway be considered approximate pending future site planning, <br /> and that installation not be required until 18 months after completion of the project <br /> associated with this CUP. At staff's request, the site plan also includes a sidewalk <br /> along High Point Road from the south property line to the intersection of High <br /> Point and Watts Roads. That sidewalk is part of a contiunous system being <br /> • <br /> constructed as area properties develop. This sidewalk would connect with a <br /> sidewalk already installed to the south, and link with sidewalk along Watts Road. <br /> L. At its December 16 meeting, the Town Board made a recommendation that the <br /> ZNR Committee approve the CUP subject to a condition that the conditional use <br /> permit would terminate if the ownership of the facility changes. <br /> III. SUMMARY <br /> A. The main issues surrounding the CUP request relate to the impacts of increased <br /> intensity of use, including vehicle and pedestrian access and parking. <br /> B. If the ZNR Committee wishes to approve the request, it may want to consider the <br /> following conditions. The applicant's agent has indicated that the Diocese is in <br /> substantial agreement with these conditions. <br /> 1. The conditional use permit shall terminate if ownership of the facility <br /> changes. <br /> 2. Non-religious use shall not constitute more than an incidential part of the <br /> overall use of the facility. <br /> 3. The site shall be developed according to the revised site plan of 1/14/97. <br /> 4. The future parking/reserve area designated on the site plan need not be <br /> developed with parking until desired by the owner or required by the <br /> County Zoning Administrator. The Zoning Administrator may require its <br /> development only if problems associated with on-street or driveway parking <br /> attributed to use of the facility arise. <br /> 5. Before completion of the project, the applicant shall construct sidewalk <br /> along High Point Road to City of Madison specifications. <br /> 6. The location of the walkway from the main building to the east property <br /> line shown on the revised site plan shall be considered approximate. The <br /> applicant shall construct this walkway no later than two years from the date <br /> of approval of this conditional use permit. <br /> 7. Before completion of the project, the applicant shall improve CTH M at the <br /> existing access point at its expense with a Type B1 intersection with a <br /> passing lane. <br />
