COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6830. This proposed commercial and residential site is currently cropland near the road with <br /> lowlands in the northeast portion. The area is designated as an agricultural preservation area on the plan <br /> map, where there appear to be some policy concerns. <br /> The relevant town/county residential policy is: <br /> 4. Limit non farm residential development to those areas with soils not classified as prime <br /> farmland or those of statewide importance (as shown on soil map). <br /> - Lot size two (2) acre minimum. <br /> - Density limited to one (1) lot per 35 acres offarm owned as of June 11, 1983. The <br /> lots may be clustered or scattered. <br /> - No roads or driveways shall be permitted to cross agricultural land to reach farm <br /> development. <br /> - Lots will be approved if all policy criteria are met. <br /> Staff Comments: <br /> • All the soils on the site are considered"prime farmland"by the USDA definition and the <br /> application indicates all of the soils are rated Class I&II by USDA productivity rating. <br /> Therefore, it appears this criteria is not met. <br /> • From the size of the original parcel, this proposed division appears to be within the density <br /> policy. <br /> • The road to the residential parcel will cross existing agricultural land to reach the residential <br /> site. <br /> • The parcel does not meet all of the policy criteria. <br /> The relevant town/county commercial policy is: <br /> Policies: <br /> 1. Major commercial development shall be required to locate in the urban service area. <br /> a. Commercial development shall be primarily encouraged at the 1-90 and Hwy. 12 &18 <br /> Interchange area. <br /> b. Commercial development shall be encouraged for Vondron Road and Femrite Drive, <br /> within the urban service area. <br /> 2. Strip commercial development along arterial and collector roadways shall be controlled by <br /> the following criteria: <br /> a. Definitions: <br /> Arterial -A major thoroughfare such as Hwy. 51, Hwy. 12 &18. <br /> Minor Arterial -Examples: Hwys.AB, BB and Sprecher Road. <br /> Collector -Examples: Fair Oaks, Sigglekow Road, Femrite Drive, Vondron Road. <br /> b. Public safety and road access will be considered. Development shall not adversely affect <br /> traffic capacity and safety of highway. County Hwys.AB(Buckeye Road) an BB(Cottage <br /> Grove Road) are controlled by County Access Control Regulations. <br />
