c. A buffer shall be provided between the commercial use and noncommercial use.A <br /> landscaping plan shall be provided and be approved by the Town Board before <br /> construction. <br /> 3. When rezoning is requested, only that portion of land necessary for the contemplated use <br /> shall be rezoned. <br /> Staff Comments: <br /> 1. While a warehouse is not necessarily a major commercial development,the C-2 Commercial <br /> zoning district on this size parcel(1 acre)would permit the construction of a major commercial <br /> development. <br /> This site is not in or near an urban service area. This site is over a mile away from either of the <br /> areas where the plan encourages commercial development. <br /> If this site is considered for commercial rezoning, it should be specifically limited to the <br /> warehouse use. <br /> 2. There is a limited family business immediately to the south, and commercial uses to the <br /> northeast. The limited family business (CUP)is for auto dismantling, disposal and sale of <br /> salvaged parts. This business was originally limited to 10 vehicles on-site(CUP 982) and <br /> permitted to expand to 25 in January of 1996 (CUP 1302). This rezoning is for a warehouse <br /> associated with the limited family business. <br /> a. CTH AB is a minor arterial; therefore, adding a commercial use is part of a strip <br /> development. <br /> b. Roadway safety will be addressed by the County highway staff. <br /> c. If this use is approved, a condition of the approval should require a landscaping plan. <br /> 3. As part of the site plan/landscaping plan,there should be justification for the size of the parcel <br /> to include the building, any parking areas, and the landscaping noted above. <br /> ENVIRONMENTAL HEALTH (septic. etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> Petition 6830. CTH "AB" is a controlled access highway. A change of use permit will be <br /> required. Depending on the type of commercial use, high or low volume traffic or truck <br /> traffic, an improved access may be required. <br /> OTHER <br />
