Mr. Kelly explained to you that the owners of the <br /> site are interested in enhancing the large lowland portion of the site. We realize that permits <br /> will be needed for any modification to wetlands and/or navigable waterways at this site. <br /> Therefore, we need your assistance in making a determination of navigability of several <br /> agricultural ditches that run through the site. Once this determination is completed, we can <br /> identify the type and level of permits and approvals necessary for the project. All of the <br /> appropriate reports and applications will be submitted once the navigability determination is <br /> made and site topographic maps are generated. <br /> I have attached several maps of the site for your review and information. Copies of these <br /> maps will ultimately be included with the wetland delineation report for the site. Once this <br /> report is completed, a copy will be submitted for your review. The following is general <br /> description of the site and the conceptual plans for its enhancement. <br /> The site lies south of the Village of Cottage Grove within the Town of Cottage Grove in the SE <br /> 1/4 of Section 16 and the SW 1/4 of Section 15, Township 7 North, Range 11 East. The site <br /> lies outside of the current urban sewer service boundary. The property was formerly owned by <br /> Lehndorf Farms LTD, but was purchased by Dwight and Dale Huston within the last year. <br /> Based on preliminary delineation results, there is one wetland area at the site. The wetland is <br /> about 84 acres in size. Historically, the wetland was part of a larger wetland complex that <br /> drained to Koshkonong Creek. The area was drained for agriculture about 50 years ago using V.5-- <br /> lateral ditches and drain tile. Although the NRCS wetland map shows extensive Prior\' t' <br /> Converted Cropland at the site, most of these areas have not been farmed since 74 and have <br /> reverted to wetland. The wetland is dominated by giant ragweed (Ambrosia trifida), reed <br /> canary grass (Phalaris arundinacea), stinging nettle (Urtica dioica), and box elder (Acer <br /> negundo) on Houghton muck soils.
