COMPOSITE REPORT-Page 2 CUP No. 1405 <br /> DANE COUNTY PLANNING DIVISION STAFF COMMENTS <br /> BACKGROUND <br /> A. The applicant is requesting a conditional use permit to allow establishment of a <br /> mineral extraction operation in the A-1 Exclusive Agriculture District. The <br /> applicant intends to excavate, process, and remove sand from the 26 acre site. The <br /> applicant requests approval of the CUP at the public hearing. <br /> B. The subject property is in the Town of Cottage Grove, roughly 1/4 mile southeast <br /> of the Village of Cottage Grove and 1/4 mile east of CTH N. The property is not <br /> within an urban service area. <br /> II. ANALYSIS <br /> A. The subject property has been in cropland use. There are three houses in the <br /> immediate area. Two are along Nora Road and one new home is northwest of the <br /> subject property. Other surrounding lands are in agricultural use. <br /> B. The applicant intends to extract sand and aggregate from the site through use of <br /> scrapers, dozers, endloaders, backhoes, draglines and trucks. A portable screening <br /> and washing plant would be used, and a portable crushing plant may be used <br /> depending on the materials encountered. Blasting and drilling would not be <br /> required. The applicant indicates that the site would be in operation for five to <br /> eight years, with extraction proceeding from north to south. An average of 40 <br /> loads (roughly 80 truck trips) are expected per day from April to November, with <br /> intermittent loading in other months. Requested hours of operation are 6:00 a.m. <br /> to 5:00 p.m., Monday through Friday, and 8:00 a.m. to 1:00 p.m. on Saturday. <br /> C. Exhibit A shows the "site initiation plan" for the proposed operation. The site plan <br /> shows construction of a berm to screen the subject site from Nora Road. It also <br /> includes fencing around three sides of the subject site. The applicant notes that <br /> fencing is not shown along the north side of the subject property because that area <br /> is virtually inaccessible due to the marsh and creek to the north. The site plan does <br /> not show the new house to the northwest, the intermittent stream to the southeast, <br /> or existing and proposed driveways, as required by Zoning Division instructions. <br /> D. Exhibit B shows the proposed reclamation plan. Previously removed topsoil and <br /> overfill would be used to restore a portion of the site to agricultural use, with the <br /> remainder restored to wetland and a pond. The applicant indicates a willingness to <br /> provide a bond for reclamation. The applicant has also provided a written <br /> reclamation summary, which suggests that the following activities would be part of <br /> the reclamation plan: <br /> • Spreading topsoil, grading, seeding, and planting disturbed areas. <br /> • Creating a stormwater swale and sedimentation basins to address runoff <br /> from stormwater coming from off-site. <br /> • Creating a stormwater pond designed to hold runoff. <br /> • Restoring drained wetlands and enhancement of degraded wetlands. <br /> E.
